Staff Officer (Lines of Communication)
Job Summary
1. Post Context
Headquarters JSEC provides a resilient operational-level Joint Headquarters capable of supporting 24/7 operations to coordinate enablement (at the operational level) and on order the execution of reinforcement by forces (RbyFo) and sustainment flow in order to contribute to the Alliances ability to project and sustain combat power into across and from the Area of Responsibility (AOR) and if required into a Joint Operations Area (JOA).
The Support Directorate (SPT) is responsible for providing cross-functional expertise in Supply and Services HNS Military Engineering (MILENG) Medical Support Maintenance CIS Human Resources (HR) matters and Logistics Information Management.
The Joint Military Engineering Division (JENG) is responsible for shaping the physical operating environment (POE) by synchronising monitoring coordinating and prioritising military engineering (MILENG) capabilities activities and resources.
The Joint Military Engineering Infrastructure Branch is responsible for infrastructure requirements applicable to the RSN which includes supporting the JFCs through the development of infrastructure assessments infrastructure gap analyses infrastructure development plans and contingency plans.
The incumbent is the Joint Military Engineering (JENG) Division Infrastructure Branch subject matter expert on the RSN transportation infrastructure sector and its interdependencies and will contribute to infrastructure gap analyses and information management. The incumbent provides infrastructure risk analysis expertise and supports the conduct of cross functional infrastructure assessments.
2. Principal Duties
The incumbents duties are:
- Supports the Branch Head in given tasks on infrastructure issues related to JSEC and the reinforcement and sustainment network (RSN) with expertise in the transport sector.
- Provides Engineer advice and guidance on all transportation/movement related infrastructure.
- Supports the conduct of cross-functional infrastructure assessments in order to enhance the Comprehensive Understanding of the Operational Environment (CUOE) and to identify gaps and vulnerabilities within the Reinforcement and Sustainment Network (RSN).
- Supports the analysis of complex and interdependent infrastructure networks acting as subject matter expert for the strategic infrastructure sector Transport and its interdependencies.
- Supports the assessment of the impact of infrastructure-related incidents on the RSN physical layer with expertise on transport-related infrastructure.
- Maintains close coordination with movement and logistics functions within JSEC in particular with JSEC SPT J4 Division (RSN Mobility Branch) for the transport sector.
- Supports the development and maintenance of a common operational picture of the movement-related RSN infrastructure (APODs SPODs RPODs) and lines of communication (LOC) (e.g. road/railway/sea lines of communication etc.).
- Provides the specialist military engineer input to the operational planning process supporting mission analysis with the resource and infrastructure developments plans required to support movement operations.
- Advises staff host and user nations on Lines of Communication infrastructures to include support within JSEC and other NATO HQs.
- Assists in the development of capability packages (CPs) in support of NATO planning for future capabilities within the designated operations area and assists in ensuring compliance with criteria and standards.
- Participates in training evaluation validation & certification exercises of operational and subordinate HQ elements providing MILENG augmentees for NATO exercises as required including the provision of MILENG Transportation Infrastructure Sector subject matter expertise.
3. Special Requirements
The incumbent may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.
The incumbent may be required to undertake deployments in support of military operations and exercises and/or TDY (temporary duty) assignments both within and without NATO boundaries. Such operational deployment may exceed 30 days duration up to 183 days in any period of 547 days and may be on short notice. For NATO International Civilian Staff acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.
4. Essential Qualifications
a. Professional Experience
- This role requires proven experience in Military Civil Engineering.
Activities that identify design construct lease or provide military facilities. Involved in operational planning to identify the minimum construction requirements required to support the commitment of military forces. Require military and civilians who are certified professional engineers or architects.
b. Education/Training
University Degree in Civil engineering disciplines or related discipline and 2 years function related experience or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
c. Language
English - SLP 3333 - (Listening Speaking Reading and Writing)
NOTE: The work both oral and written in this post and in this Headquarters as a whole is conducted mainly in English.
5. Desirable Qualifications
The following would be considered as an advantage:
a. Professional Experience
- 3 years experience in Infrastructure management directly linked to Transportation.
- Experience and enhanced understanding of the multi-modal transport networks and urban planning.
- Experience in the area of Infrastructure Risk Management / Critical Infrastructure or similar.
- Experience in LOGFAS.
- Technical expertise with data modelling and segmentation techniques.
- Familiarization with the principles of Geo Information Systems (GIS).
- Thorough understanding of management and data administration duties such as collection analysis and distribution.
- Very high numerical & analytical skills.
b. Education/Training
- Any further training certificates and courses related to subject field or acquired through NATO (e.g.: Resource Management Host Nation Support Course).

6. Attributes/Competencies
a. Personal Attributes
Must have strong diplomacy and communication skills to interact with technical and military staff from across ACO ACT and NCS. Must have analytical skills and creative thinking to analyse and support bespoke infrastructure data solutions in support of operations and exercises. The incumbent must be flexible and able to work in more than one area at a time. Attention to detail is required and essential to the role.
b. Professional Contacts
Interact with supporting entities NATO bodies and national representatives for the acquisition and provision of infrastructure data in support of ACO operations and exercises. Interact with systems engineers and CIS managers inside and outside JSEC organisation including NATO Agencies and Operational and Strategic Commands for all aspects of infrastructure data including configuration capability development and interoperability.
c. Contribution to Objectives
Make a significant and direct contribution to the work and the objectives of all NATO entities in the definition acquisition and management of infrastructure data. Ensure the correct design and configuration of all infrastructure data across all systems.
7. Contract
a. Serving NATO International Civilian staff will be offered a contract in accordance with the NATO Civilian Personnel Regulations.
b. In accordance with current policy newly recruited staff will be offered a three-year contract which may be extended subject to a satisfactory recommendation to an indefinite duration contract.
c.
