Job Summary

Introduction

The Maryland Department of Labor (MD Labor)Division of Unemployment Insurance is accepting applications from qualified candidatesfor the position of UI Tax Accountant Professional III. This recruitment will be used to fillcurrent and future vacancies. The resulting eligible list will be maintainedfor one year after the closing date of the announcement.

Main Purpose of Job

The main purpose of this position UI TaxAccountant Professional III is to provide a full performance level of work inthe Wage Reporting and Accounting Unit within the Accounting and FundManagement Section within the Unemployment Insurance Contributions Division(UI) of the Department of Labor (DOL) applying generally accepted accountingprinciples. This position receives general supervision from the Wage Reportingand Accounting Unit Assistant Supervisor. This position examines analyzes andinterprets accounting systems records and reports within the Re-EmploymentBEACON system by applying generally accepted accounting principles; maintainsUI accounting systems and accounting records; prepares financial and managementreports; reviews and approves financial transactions specifically related tothe Unemployment Insurance program; reviews and takes appropriate action onwork items generated through the Re-Employment BEACON system; assists withdevelopment and revision of UI accounting policies to improve UI accountingcontrols and efficiency; assists with formulating internal controls to ensurethe reliability and security of UI funds and records. The position requiresextensive knowledge of the generally accepted accounting principles and variousprograms within unemployment insurance as well as federal and stateunemployment insurance law.

POSITION DUTIES

Examines analyzes and interprets accountingsystems records and reports within Re-Employment BEACON system by applyinggenerally accepted accounting principles.

Performs advanced level cost accountingsystem accounting federal fund accounting to develop and implement detailedaccounting systems not available in general accounting system.

Reviews and approves financial transactionsspecifically related to the Unemployment Insurance program.

Reviews and take appropriate action on workitems generated through the Re-Employment BEACON systems

Maintains UI accounting systems andaccounting records.

Prepares monthly reconciliations with bankrecords.

Reconciles the unemployment insuranceclearing account subsidiary ledger benefit account subsidiary ledger andtrust account subsidiary ledger to the bank statements and trust fund statementmonthly. Any discrepancies that are found are resolved either with bankrepresentatives or personnel from the Financial Transaction Unit.

Assists in gathering and supplyinginformation to both internal and external auditors (including legislativeauditors).

Prepares financial reports or statements andgives fiscal advice to UI management.

Participates in required training necessaryto carry out job functions and to gain knowledge in Marylands UnemploymentInsurance laws regulations and directives.

Participates in cross-training among them andmay be called upon to provide support when a

particular unit is operating under adeficiency.

MINIMUM QUALIFICATIONS

Education: A Bachelorsdegree in Accounting from an accredited college or university or a Bachelorsdegree with 30 credit hours in accounting and/or related courses.

Experience:Threeyears of professional accounting experience or three years of experienceexamining analyzing and interpreting accounting systems records and reportsby applying generally accepted accounting principles.

Notes:

1. Candidates maysubstitute the possession of a certificate as a Certified Public Accountant ora Masters degree in Accounting from an accredited college or university fortwo years of the required experience.

2. Applicants who havemet the requirements for admission to the CPA examination prior to July 1 1974will be considered to have met the educational requirement referenced above.

3. Candidates maysubstitute U.S. Armed Forces military service experience as a commissionedofficer in the Accounting Officer classification or Financial Managementspecialty codes in the Accounting field of work on a year-for-year basis forthe required experience and education.

All candidates are subjectto a background check against files maintained by the DivisionofUnemployment Insurance (MD Labor/DUI) to determine whether any moniesare owed to MD Labor/DUI as a result of unemployment insuranceoverpayment/fraud. Any unpaid debt may have an impact on whether or not acandidate is offered employment.
