Main Purpose of Job

The AdministratorIII will plan and lead the implementation of community engagement efforts tosupport regulatory development by deeply understanding user needs and ideal candidate will utilize human-centered design principles to plan andimplement a variety of outreach and community engagement activities. Keyresponsibilities include conducting demographic research using methods such asinterviews surveys workshops and observation to understand communitymembers and stakeholders priorities and pain points. Additionalresponsibilities include communicating findings clearly defining problemsbased on user insights and program goals and maintaining consistentcommunication with stakeholders throughout the engagement process.

Thisposition will coordinate these activities alongside conducting complementarypolicy analysis and development support to the Policy Division within theClimate Change Program. The Climate Change Program is responsible fordeveloping and implementing nation-leading policies to reduce and sequestergreenhouse gas emissions to mitigate the impacts of climate change. Our workimproves the health and welfare of people and the environment while developinga dynamic clean energy economy in Maryland.

Theincumbent in this position will also provide support for legislative effortsrelated to climate change and represent the program in the statesparticipation in the U.S Climate Alliance. The Climate Change Policy Divisionactivities support the Maryland Department of the Environments mission toprotect and restore the environment for the health and well-being of allMarylanders.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Six years of administrative staff or professional work.

Notes:

1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience.

2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience.

3. Candidates may substitute the possession of a Masters degree from an accredited college or university for the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules regulations policy procedures and processes or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

  • Experience in an environmental policy and/or communications discipline
  • Working knowledge of climate change mitigation policies and strategies
  • Experience communicating and translating technical information to a variety of stakeholders
  • Experience developing project scopes of work and identifying tasks to achieve goals and objectives
  • Experience planning and implementing inclusive community engagement efforts

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.
