The Facilitator IV: CLDE Programs position coordinates and supports the districts Culturally and Linguistically Diverse Education (CLDE) Title I-C Migrant Education and Title VII Native American/Alaskan Native programs to promote equitable access and high academic achievement for all students in alignment with the D11 Strategic Plan. This position provides instructional leadership professional support and technical assistance to administrators instructional staff and related services personnel in the areas of multilingual learning individualized education Special Education and Gifted Education. Oversees curriculum planning student identification and assessment processes for Multilingual Learners and supports the implementation of instructional programs and services across the district. Plans and delivers professional learning opportunities recommends effective instructional strategies and program improvements and collaborates with district departments and school staff to support student achievement and continuous improvement. Ensures accurate data collection and reporting supports compliance with federal state and local program requirements related to English Language Acquisition and Titles I-C III and VII and assists with staffing coordination grant implementation budgeting and program operations. Supervises designated staff as assigned and performs related duties as required.

Position Summary

Provides strategic districtwide leadership to design implement and sustain high-impact instructional systems and frameworks. Leads large-scale initiatives aligns instructional practices across content areas and advises district leadership to improve teaching quality and student outcomes systemwide; Supervises a team of instructional leaders.

Essential Job Functions

Strategic Instructional Leadership

  • Lead development and implementation of districtwide instructional frameworks and initiatives
  • Ensure coherence across curriculum instruction assessment and professional learning systems
  • Advise senior leadership on instructional strategy and improvement efforts

System Design & Implementation

  • Design scalable systems for professional learning coaching and instructional support
  • Lead large-scale implementation efforts and monitor effectiveness
  • Align work across multiple departments and initiatives

Professional Learning Systems

  • Develop comprehensive districtwide professional learning systems
  • Build leadership capacity among facilitators coaches and school leaders
  • Ensure consistency and quality of instructional support across the district

Data & Continuous Improvement

  • Analyze system-level data to evaluate program effectiveness
  • Identify trends and recommend strategic improvements
  • Monitor progress toward district instructional goals

Collaboration & Leadership

  • Partner with executive leadership and cross-functional teams
  • Lead cross-department collaboration to support instructional priorities
  • Represent the district in external partnerships and initiatives

Knowledge Skills and Abilities

Knowledge of

  • System-level instructional design and continuous improvement frameworks

Minimum Qualifications

  • Bachelors degree in Education or related field
  • Valid administrative license and/or Principals License
  • Minimum of 7 years of experience in teaching and instructional leadership roles
  • Demonstrated experience leading large-scale instructional initiatives or systems-level work
  • Experience in language acquisition and teaching
  • Strong expertise in data analysis program evaluation and continuous improvement

Preferred Qualifications

  • Masters degree or higher (Educational Leadership Curriculum & Instruction or related field)
  • Experience advising senior or executive leadership
  • Experience leading cross-functional or districtwide strategic initiatives
  • Knowledge of change management and system implementation practices
  • Experience aligning multiple instructional systems (curriculum assessment MTSS etc.)
  • Spanish/biliterate

Working Conditions & Physical Demands

Work is primarily sedentary with periods of light activity. Essential functions may include walking or standing for brief periods; lifting and carrying materials up to 20 pounds; climbing stairs; bending; reaching; handling objects; and operating a computer and standard office equipment. The role requires effective communication and the ability to receive and process information through normal or aided vision hearing or other assisted means.

Work is performed in a district office or administrative setting with regular collaboration across departments and external partners and may include occasional evening or weekend responsibilities. Duties may be performed with or without reasonable accommodation.

Employees in this category will also receive the following for the 2025-2026 school year:

  1. Non-Recurring Pay: 8% of base salary in Non-Recurring Pay (distributed as 4% on November paycheck and 4% on May paycheck).
  2. Professional Development Fund (PDF):EXEC Pro employees will be allocated $1500 annually towards a Professional Development Fund (PDF) to be used for professional growth opportunities. Amount allocated will be prorated based upon date and length of hire.

Base Salary Setting:Employment assignment and salary placement is in accordance with job description requirements. A work history is required to demonstrate job title job duties and time worked in the position. Reference the linkedHow Your Compensation Is Determinedfor more details.

Salary Setting (New Hires):Newly-employed Executive Professionals will be placed on the twenty (20) step system. Each step represents two years of experience based upon equivalent experience. Beginning in July 2025 The maximum number of years of experience granted is 14 which is equivalent to placement on step seven (7). Steps are determined by experience listed on the application and resume.

Salary Setting (Rehires):Returning employees who have previously resigned or separated from the District will be rehired at the same step they were on at the time of resignation/separation plus any new experience gained in the same job provided step increases were approved by the Board during the years in question.

Employees with experience in the District who have left the District and then returned to the same position shall be hired at the same pay grade(refers to the EXEC Pro placement on salary schedule by job title) and step at time of resignation. Additional relevant experience gained after resignation may be evaluated from the employees application and updated resume.
