Job Summary
Summary:
The SL Lessons Learned Specialist will support the USSOCOM J-7 Joint Special Operations Forces (SOF) Development and Design directorate with a Lessons Learned Program (LLP). The J79-LL SOF Lessons Learned (LL) Program is responsible for the SOF Lesson Learned Program (SOFLLP). The SOFLLP applies lessons learned to the full range of joint operations to develop policy and for gathering developing and disseminating joint lessons learned across the DoD. The purpose of this task is to support CDR USSOCOM with critical information for SOF Force Development and Force Design and related HQ Lines of Operation. Each of these LLPs will execute their duties through collection data management analytics and dissemination of essential insights to support the mission. These duties include the discovery knowledge development implementation and sharing of observations issues/insights lessons and best practices from operations activities and investments (OAI).
Specific duties may include but are not limited to:
- Oversee Component LL processes employing knowledge of Component Commands current and historical staff roles areas of responsibility and subordinate organizations.
- Interpret Component Command senior-level guidance and incorporate into the LL planning and execution of engagements experiments and exercises to resolve issues based on newly collected observations insights and lessons learned.
- Manage Component Lessons Learned analytical studies involving programs or policies cutting across the military Services and government agencies and incorporates adjustments to doctrine policy training equipping and organizing (BA/BS level documentation).
- Regularly meet with Component Commands military leadership to provide recommendations on focus area studies command synchronization efforts and quarterly feedback.
- Conduct quantitative and qualitative analysis to develop standards for new or existing requirements that may alter training or operational missions and programs.
- Manage all CONUS/OCONUS administrative requirements for supported personnel including travel clearances country bulletins reports etc.
- Compile Before Action Reports (BAR) After Action Reports (AAR) Executive Summaries Post Activity Bulletins and Requests for Information (RFI). Documentation shall be complete include substantiated findings with recommendations be distribution ready and consistent with a high level of quality control. The documentation shall also be audience-specific and captured at the appropriate security level.
- Develop and maintain an electronic continuity resource that may be accessed by all stakeholders. To include key resources and points of contact.
- Travel to select locations on military aircraft vessels and vehicles to conduct specified LL collection efforts to ensure that real-time lessons are collected in both hostile and non-hostile areas of operations.
Requirements
Required Qualifications:
- BA/BS Humanities Science Business Mathematics OR Prior service E8 CW3 or O4 can be substituted for education requirements
- 7 years of prior service experience including 2 years of experience working with a Component staff as a staff officer/NCO supporting the DOTMLPF-P SOFCIDS process
- 1 years experience using unclassified and classified collaborative communications systems such as MS TEAMS ZOOM or similar virtual meeting platforms
- Graduate from Component specific SOF qualified course or additional service requirement for the supported unit.
Clearance: Requires an active TOP SECRET clearance
Location: Fort Bragg NC
Travel: Travel is required to various CONUS and OCONUS non-hazardous and OCONUS hazardous locations in order to collect observations insights and lessons to accomplish the objectives of this task.
