About Harris County Flood Control District:
The Flood Control District has the mission to reduce the risk of flooding in Harris County the third most populated county in the United States with a population in excess of 4.7 million including the City of Houston the nations fourth largest city. The Flood Control District has jurisdiction over the primary stormwater facilities in the county which consist of approximately 1500 channels totaling nearly 2500 miles in length as well as more than 60 regional stormwater detention basins totaling more than 10000 acres and several wetlands mitigation banks including Greens Bayou.
What you will do atHarris County Flood Control District:
The Harris County Flood Control District is seeking qualified candidates for the Project and Grant Accounting Analyst position which is responsible for maintaining the financials for the Districts assigned grants and projects which includes reconciling account balances to the Countys financial system analyzing project and grant financial data preparing and maintaining project and grant financial statements & reports providing financial accounting for grant compliance developing and suggesting strategic financial recommendations as necessary.
Essential Functions and Duties:Grant & Project Budget Oversight- Monitor the budgets for grants and/or projects including budget funding and transfers by utilizing the County and Districts financial and project applications.
- Monitor periodic submittal of substantially completed projects to the Commissioners Court.
Financial Coding Entries & Reporting- Prepare requests for financial funding codes related to grants and/or projects.
- Prepare financial journal entries and financial reports for assigned grants and/or projects.
- Review capital assets journal entries construction work in progress land purchases and sales.
- Responsible for reviewing Capital Assets journal entries periodic review of Construction Work in Progress Land purchases and sales and Other capital assets.
Reconciliations & Closeout Activities- Prepare reconciliations related to grants and/or project closeouts.
- Assist with the preparation of interest allocations periodic allocations related to the collection of impact fees and preparation of the revenue certification on a quarterly basis.
Grant Reimbursements & Audit Coordination- Coordinate the preparation for periodic grant audits performed by the State and other granting agencies.
- Coordinate and prepare the monthly submission of grant reimbursement requests.
Internal & External Communication- Respond to internal and external requests such as those from the County auditors office Corp. of Engineers reimbursement requests etc.
- Act as liaison to the Harris County Auditors Office Harris County Grants Management Office the County Budget Office and other District divisions.
Additional Responsibilities and Duties- Assume additional responsibilities as required adapting to the Districts evolving demands responsibilities needs and objectives.

Requirements
Education:
- High school diploma or G.E.D. equivalent from an accredited college or university
Experience:- Five (5) years experience in finance accounting with a focus on grants and project accounting developing and preparing financial reports and conducting financial presentations.
Comparable combination of education training and/or experience may substitute for education on a year-for-year basis
Licensure:- Valid Class C Texas Drivers License.
Knowledge Skills and Abilities:- Excellent oral and written communication skills.
- Good understanding of financial and grant accounting guidelines regulations and standards.
- Excellent analytical and organizational skills with the ability to prioritize and manage multiple projects and/or assignments.
- Excellent knowledge of Microsoft Office applications.
- Can work independently with limited supervision.
