Technical Business Analyst / Project Manager
Pay Rate: $69-79/hr

Reporting directly to the IT Applications Director youll lead business and technical analysis activities collaborate with diverse stakeholders and play a pivotal role in shaping the organizations digital transformation. Responsibilities
- Lead requirements gathering documentation and validation to support the conversion of legacy applications -based web platforms
- Analyze existing legacy system functionality data models and workflows; document current-state processes and behaviors
- Perform gap analysis to identify discrepancies between current systems and future-state web solutions focusing on functional and compliance gaps
- Collaborate with developers architects and database teams for accurate translation of requirements into technical solutions
- Support project planning including milestone tracking issue identification and risk management
- Facilitate stakeholder meetings requirements reviews and walkthroughs to reach alignment and secure sign-offs
- Provide ongoing clarification to development and QA teams; validate implemented features against requirements
- Communicate project status risks and dependencies to leadership and stakeholders
- Adapt quickly to evolving technical requirements and modernization challenges
Required Skills and Experience
- 12 years of experience in legacy system analysis and modernization strategies
- 12 years in SDLC for web-based application development
- Extensive hands-on experience in requirements elicitation documentation and translating legacy behaviors to modern solutions
- Advanced skill in stakeholder facilitation communication and project coordination
- Proficient in analyzing SQL-based data models and system integrations
- Strong ability to create complete testable requirements documentation
- Demonstrated effectiveness working with cross-functional teams in fast-paced environments
- Proven track record in identifying system/compliance gaps and proposing actionable solutions
Preferred Skills
- 12 years in business analysis or PM/BA roles
- 8 years hands-on development teams and SQL databases
- 8 years converting legacy applications to web-based solutions
- Project management methodology experience
- Bachelors degree in Business Computer Science Information Systems or similar field
- Experience with large-scale IT systems in government or regulated sectors
- Relevant certifications: PMP PMI-PBA CBAP
