This position offers a hybrid work arrangement combining remote work with scheduled onsite work at our DOH facility in Tumwater WA approximately 1-2 days per week.



The Opportunity

The division of Health Systems Quality Assurance(HSQA) oversees Washingtons healthcare delivery system which includes licensing and regulating healthcare professionals and facilities. The HSQA Office of Investigative and Legal Services (OILS) is seeking an experienced legal professional to lead and support the delivery of high-quality legal services that protect the health and safety of Washington residents. Reporting to the Executive Director of Legal Services this position provides advanced legal expertise while supervising and guiding a team of legal examiners.


This role plays a critical part in ensuring balanced caseloads consistent legal analysis and high-quality work products that uphold regulatory standards and public trust. The position directly supports OILSs mission by implementing the discipline procedures for health and health-related professionals businesses and for health care facilities licensed by the Department.


Key Responsibilities Include:

Leadership & Supervision

  • Plan assign coordinate and supervise the work of Legal Examiner 3s
  • Ensure equitable caseload distribution and timely case progression while managing a high-level caseload.
  • Review work products to maintain legal accuracy consistency and quality

Legal Expertise & Case Oversight

  • Serve as legal subject matter expert for assigned healthcare professions
  • Participate in Case Management Teams (CMT) for discipline matters
  • Provide expert consultation on complex disciplinary cases and regulatory interpretation

Policy Legislative & Program Consultation

  • Provide consultation to representatives of other agencies and respond to information requests
  • Support legislative review bill analysis and policy development efforts
  • Attend meetings and workgroups to represent legal services and ensure alignment with regulatory standards

Required Qualifications

There are two pathways to qualify for this position. You must meet one of the options provided and any additional criteria listed. Experience may have been gained through paid or unpaid activities. Option 1:Two (2) years of experience at the Legal Examiner 3 level

Option 2:Graduation from an accredited law school (or the Law Clerk Program) AND five (5) years of legal practice that includes litigation experience

Additional Required Knowledge Skills Abilities and Experience

  • 2 or more years of supervisory experience (additional experience as a Legal Examiner 3 can substitute year for year for supervisory experience).
  • Must be a member of the Washington State Bar Association.

Preferred Qualifications

While these arent required having them can help you stand out as a candidate.

  • Knowledge of the Uniform Disciplinary Act and related case law. Knowledge of agency board and commission specific statutes and related regulations and the case law relating to the statutes.
  • Knowledge of administrative law and procedure (including adjudicative proceedings and rulemaking); the rules of evidence and case law related to admissibility of evidence; civil procedure; constitutional law; and public disclosure laws. Two or more years of litigation experience in civil criminal or administrative settings.

Working Conditions:

The following describes the working conditions of this position with or without reasonable accommodation.

Work Setting:

  • The position requires regular in-person attendance to perform duties on-site 1-2 days per week at the Tumwater DOH office. When not working on-site this position may work from home a DOH office or an alternate location.
  • Exposure to hazards is limited to those commonly found in indoors at home or office environments. Work occurs at/using a computer for extended periods.
  • May be expected to move maneuver or transport boxes of files weighing up to 35 pounds to and from meetings.

Schedule:

  • This position has a work schedule of 40 hours per week; however the position may be expected to work longer hours to complete projects or assignments and/or meet business demands and deadlines and/or during the annual legislative session. An alternative or flexible work schedule may be considered at the incumbents request subject to supervisory approval.

Travel Requirements:

  • Quarterly travel is required to attend meetings and training. Locations for travel may include other State agencies and facilities and the State legislature.
  • When traveling for work the position may require traveling alone or with another employee for multiple days and nights in or out of state.
  • When driving for state business the employee must be able to legally operate a state or privately-owned vehicle; OR provide alternate transportation while on state business.

Tools and Equipment:

  • This position uses standard office furniture and equipment such as a desk office chair cell phone computer monitor(s) keyboard and mouse; and when in the office the position may also require the use of a printer phone fax machine and/or copy machine.

Customer Interactions:

  • This position requires meeting frequently with internal and external partners in a variety of settings. Works with interested parties who may become difficult to communicate with due to the nature of this positions regulatory role.

Other:

  • The DOH campus is a smoke-free drug-free alcohol-free scent-neutral environment.
  • This position may be required to conduct and/or participate in public health emergency preparedness and response activities.
