JOB TITLE: Data Specialist - Programme Officer (VAM/M&E/IDM)

DURATION: 6 months with possible extension

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

In the Latin America region WFP is shifting from its traditional role as provider of food assistance to a role of enabler working closely with Governments to support them in achieving Zero Hunger. WFP interventions need to be supported by solid analytical work for identifying needs refine targeting criteria and provide evidence base for decision making. While WFP also needs to pass these capacities to government partners while also strengthening staff capacities. WFP in the region has come under increasing pressure to demonstrate its results on the one hand and to provide support to government partners to demonstrate progress towards achieving Zero Hunger. Country offices in the region need to be able to build evidence through proper monitoring and evaluating of their programmes.

In the case of WFP in Colombia enhanced RAM (research assessment and monitoring) functions include:

1. The provision of advocacy/strategic support in terms of assessment and evidence generation

Strategic support and operational planning for evidence generation at the country office level; advocacy to increase evidence-based decision making and support policy decision and programme design. Support to food security and livelihood studies.

2. The provision of capacity strengthening support to the country office (CO) and partners

Ensure all assessment exercises in country are technically sound and in line with corporate guidance; provide support to country offices in strengthening capacities internally and externally based on government partners priorities. Adapt corporate training and guidance to the regional context and identify learning needs of colleagues in the RAM function in the region. Support the effort to strengthen targeting capacities in country.

3. Promote Innovative tools for food security analysis monitoring and beneficiary data management.

Promote and support the implementation of remote data collection exercises web surveys and other innovation solutions for data collection and analysis. Of innovative and alternative solutions for food security monitoring early warning and post disaster assessments.

JOB PURPOSE: To adequately fulfil its mandate the Research Assessment and Monitoring (RAM) team is currently looking for a resource to support specific VAM activities and to review strengthen the accessibility and understanding of RAM data collected across the RAM teams among external units and CO management to ensure more timely usage of the evidence being generated.

Specific Job Purposes:

  • To lead and/or manage the generation of the VAM evidence base that supports food security and nutrition policies and programmes (e.g. needs assessment and situation analyses programme design targeting cost effectiveness and operational efficiency).

  • To support the effective utilization of RAM data to systematically inform programme and management colleagues.

  • Review assess the value added of the data collection activities being conducted in RAM and proactively strengthen the visibility of the data analysed.

ACCOUNTABILITIES/RESPONSIBILITIES:

Under the direct guidance of the Deputy Country Director of Support Services the staff member will perform the following tasks:

KEY VAM ACCOUNTABILITIES (not all-inclusive within delegated authority):

  • Lead the development and roll-out of the 2026 Joint Food Security Assessment. Support the VAM team with all the phases of the assessment cycle in coordination with the food security partners (example: FAO).

  • Participate in the cluster preparation for the Humanitarian Needs Response Plan for 2027 to support with the analysis of the overall estimation of People in Need (PiN).

  • Lead/conduct complex food security nutrition markets and resilience analysis and prepare timely reports on food assessment needs in line with wider VAM policies processes and guidance to enable effective decision-making on the development of Country strategy policies and programmes.

  • Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies processes and guidance to enable effective decision-making on the development of country strategy policies and programmes.

  • Develop methodologies and data-based online tools for geographical targeting and prioritisation based on both assessment and operational data streams and lead the operationalisation of the tools with programme teams.

  • Contribute to refining the targeting criteria for the country offices programmes.

  • Contribute to the development of VAM projects and activities plans and processes ensuring alignment with wider WFP policies and guidance.

  • Facilitate collaboration and joint projects with external research bodies e.g. academic institutions third party monitoring companies and research partners.

  • Contribute to the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.

KEY MONITORING and EVALUATION ACCOUNTABILITIES (not all-inclusive within delegated authority):

  • Advise and support evidence-based decision-making on programme design and implementation notably through making monitoring review and evaluations findings accessible developing innovative user-friendly and informative products.

  • Support WFP Management in addressing recommendations from monitoring reviews and evaluations to ensure that follow-up actions are taken as required in complex portfolios.

General:

  • Support the VAM IDM and M&E teams with the implementation of the data collection analysis visualization and dissemination of RAM activities related to the Ministry of Equality and funding.

  • Review and where needed improve the RAM website platform to strengthen compilation and visualisation of WFP Colombia assessment monitoring and operational data and support its usage amongst staff (programme and management).

  • Manage and oversee that the unit website is a provider of information to inform CO and field level colleagues.

  • Review all the data visualization products for the unit to assess the utility and look for efficiencies.

  • Lead the RAM team efforts to standardise its data eco system and integration with corporate ecosystem solutions.

  • Support RAM data collection projects and activities (the sampling methodology tool design overseeing field data collection training on data collection tools data cleaning and data analysis etc.) these include annual food security and vulnerability assessments quarterly monitoring reports ad-hoc rapid assessments and all dashboards produced by the three teams.

  • Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practices.

  • Aid the coordination of data gathering and monitoring systems ensuring that rigorous quality standards are maintained.

  • Contribute to strengthening the capacity of the unit staff regarding data collection analysis and reporting.

  • Contribute to capacity building of RAM staff field staff and partners. Crosscutting RAM tasks.

  • Perform other related duties as required.

DELIVERABLES AT THE END OF THE CONTRACT:

  • Food Security Assessment Products report dashboard analysis to inform the HRNP 2027 exercise.

  • RAM dashboards reviewed revised and validated to ensure utility and accessibility among CO and AO colleagues.

  • RAM data ecosystem updated implemented and aligned with corporate standards.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE:

Developed a high-performing team and managed vulnerability analysis exercises including emergency assessments at country level.

Use knowledge of country and cultural context in assessing food availability access and utilization and exposure to risks.

Has established food security and vulnerability monitoring systems.

Has led surveys multiple assessments in countries including the design data collection and analysis. VAM.

Experience building strategic partnerships in VAM M&E and operations with multiple stakeholders including governments multilateral bilateral and academia.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

  • Advanced University degree in one or more of the following disciplines: Economics Statistics Data Science Public Health/Nutrition Environment/ climate change Social Sciences Development Studies International Relations with a specific focus on agriculture and food security.

Experience:

  • At least 5 years of postgraduate professional experience with increasing levels of responsibility in an analytical function.

  • Minimum of 5 years of relevant professional work experience in international development or humanitarian work.

  • Work experience in database management and household data analysis. Experience in food security vulnerability and livelihood analysis needs assessments an asset.

  • Minimum of four years of experience in managing complex VAM and/or monitoring and/or evaluation activities spanning a range of policies and programme initiatives.

  • Data cleaning management and analysis of household survey data; Management of household assessment.

  • Food security and related methodologies; Market assessments.

  • Modality selection.

  • Data visualization.

Knowledge & Skills:

  • Essential: Good knowledge of statistical packages (SPSS Stata R script SAS Excel).

  • Proficiency in Windows MS Office (Word Excel PowerPoint Outlook) Knowledge of Tableau.

  • Experience in quantitative and qualitative data analysis.

  • Good analytical skills.

  • Ability to compile maintain and analyse data prepare reports and draw initial conclusions and recommendations.

  • Demonstrated ability to present information and ideas and to communicate effectively.

  • Track record of producing reports and other communication materials.

  • Demonstrated ability to establish priorities and to plan coordinate and monitor own work plan and those under supervision.

  • Ability to work in a team and maintain effective work relationships with counterparts.

  • Resourcefulness initiative maturity of judgement tact negotiating skills.

  • Effective and timely interaction with colleagues and concerned parties internally and externally; flexibility in accepting work assignments outside normal desk description.
