Schedule: This position will operate in a hybrid work setting with the requirement to come into the office as needed.
You will be expected to schedule your time within a typical 40-hour work week however schedule adjustments and work additional hours as needed to meet business demands and deadlines.
There may be some required travel that includes traveling between the Departments work locations as well as other state agency locations. Occasional overnight travel may be necessary to attend or present at conferences both in state and out of state.

The Equity and Employee Development Division (EED)helps agencies create a healthy work culture by acting as a central source for agencies to receive enterprise training and services in finding talent job/career development. The mission of EED is to help attract and retain a highly motivated engaged and skilled workforce. EED embeds a DEI (Diversity Equity and Inclusion) lens into all of our work grounding our services in an anti-racist and intersectional equity lens.
Workforce Learning and Performance (WLP) provides high-quality cost-effective learning solutions for talent development in the public sector. Learning Solutions includes a portfolio of hundreds of classes across multiple offers Enterprise-specific e-learning foundational Diversity Equity and Inclusion Development and Leadership Development courses. WLP also offers access to the LinkedIn Learning education platform.
What you will enjoy doing includes:
You will directly manage the revenue and expenses of the EED Division and have influence over major budget decisions in the following areas: Learning Solutions and Operations Team Learning and Development and DEI Training which totals 42 FTEs with a biennial operating budget in excess of $9.1 million dollars of revenue and expenses.
You will provide recommendations that will impact programs divisions departments and the states financial position through training and development improvements and efficiencies. You will be responsible for the proper use of the purchase credit card and the reconciliation of monthly purchases as well as educating training and enforcing financial accountability upon EED business lines.
Duties
As the Deputy Assistant Director your responsibilities will include:- Serving on the EED Leadership Team consisting of the AD Deputy AD and the program managers. This team works together to provide stewardship direction and guidance for the division; implement the strategic framework; cultivate a healthy and professional culture; prioritize division resources and priorities
- Works closely with division leaders and the internal Budget Team to make sure programs and day-to-day operations stay within budget.
- While managing a multimillion-dollar budget this role can make decisions about how the team operates but some choices especially those that affect funding or policy may need approval from division leadership.
- Responsibility for the successful delivery of EED division services
- Overseeing WLP managers whose staff members are responsible for delivering high-quality cost-effective learning solutions for talent development in the public sector that includes a portfolio of hundreds of classes across multiple categories
- Collaboration with the AD:
- Supporting the Workforce Product Support Team to lead initiatives related to the statewide Learning Management System (LMS) and Online Recruitment Systems (NeoGov) that promote increases in customer satisfaction financial health and team satisfaction for the division and agency
- Supporting Contracts & Procurement Training Team to lead initiatives related to the statewide contracts and procurement training that promote customer satisfaction financial health and team satisfaction for the division and agency
- Supporting the internal equity work across the Enterprise supporting learning opportunities training leadership development and coaching
- Supporting continued statewide implementation of the training fostering cross-agency relationships and developing and supporting effectiveness measurement tools for individual agencies and state government stakeholders
- Responsibility for creating a data management system for the division assessing information and product outcomes identifying areas of improvement making recommendations and implementing solutions
- In collaboration with the AD develops division and program budgets budget projections and budget packages assists in managing the division budget and provides expertise to other programs in preparing their budgets and allotment requests
- Facilitates the overall customer experience of EED customers and process partners ensuring services are efficient effective and conducted in a way that best serves the agency
Qualifications
REQUIRED Education Experience and Competencies:
OPTION 1
Bachelors degree from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent
OPTION 2
4 years of equivalent applicable experience or a combination of previously listed related education and equivalent applicable experience to total four (4) years
AND
Experience have the following experience that MUST include:
- At least five (5) years of experience successfully managing a team operations and delivery services for the division and agency
- Proven ability to lead and create programs that increase professional-level learning to meet the employee performance needs of the enterprise.
- Skillsets include:
- Knowledge of evidence-based learning approaches including adult learning theories and methodology to support effective curriculum development and delivery.
- Knowledge of effective instructional and facilitation strategies including the skilled use of course materials assessments and learning methodologies to ensure strong learning outcomes.
- Knowledge of Diversity Equity and Inclusion (DEI) competencies and expertise in using this knowledge to target areas of learning to meet enterprise customer consumer and business partner needs
- Management of curriculum delivery teams workshops and other learning with fidelity to the materials objectives and learning to performance outcomes
- Create an inclusive learning environment for a diverse audience of adult learners from different professional levels and environments
- Knowledge of best practice around conducting effective assessments of learner knowledge skill and development
- At least five (5) years of experience working in the field of DEI social justice or a related field
- Demonstrated experience working with executive leaders stakeholders and partners with the ability to communicate in an effective and compelling manner both orally and in writing
- Experience writing and influencing strategic plans with an equity lens
- Possession of advanced cultural competencies in at least three of the following areas with a demonstrated willingness to advance understanding of all: race religion gender identity national origin sexual orientation language comprehension socio-economic status physical ability and others
- Demonstrated skills and experience in organizational development strategic planning goal setting performance measurement and change management work.
- Expertise in critical thinking and analysis of complex issues with the ability to communicate them to general audiences in a way that is easily understood
- Resilience and problem-solving with the demonstrated ability to move work forward in a bureaucratic environment
- Demonstrated Washington State Enterprise Leadership Competencies
- Demonstrated DEI Competencies.
- Incumbents to this position must possess be willing to grow in and be the example for the following additional competencies related to equity inclusion and anti-racism:
