Job Summary

Civil Service Title- Administrative Manager III (NM)

* IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE TITLE WITH DOT OR BE REACHABLE ON DOTS PROMOTIONAL LIST.

The Deputy Director of Personnel will report directly to the Director of Administration of the Division of Bridges. The Deputy Director will support the Director with managing all personnel-related functions for the Division ensuring staffing levels are maintained. Supervise the review and processing of all Personnel actions. Supervise the processing of all job posting requests in the Bridges SharePoint workflow for final submissions in NYCAPs system. Process and submit personnel actions and job postings when necessary. Assist with disseminating advocates office requests to employees. Review and update the Divisions IFA employees Organizational Charts and identify staff performing IFA Direct work and staff that support them for DOT Budget Office review. Monitor IFA Reports Active/Vacant from Budget. Disseminate IFA Reports to Bureau Liaisons. Liaise with Division Budget on discrepancies; review and submit responses from the Divisions units to OMB questions pertaining to personnel actions to Division Budget. Collaborate with Bridges Budget Deputy Chief of Staff Director liaisons to ensure that submission meets guidelines. If necessary perform extensive research of vacancies headcount review and supervise the process of divisions Leave Requests review leave balances and submit to D/C for approval. Monitor and respond to CityTime and/or payroll inquires. Provide guidance to employees. Manages the divisions Performance Evaluations engineering assignment differentials Civil Service Memos DP72 request and Probationary Evaluation Reports. Supervises and participates in List calls Engineering Job Fairs for Bridges; ensure bureau liaisons submit the necessary information to Deputy Personnel Coordinator and Lead Personnel Liaison to coordinate with NYCDOT HR. Assist Director of Administration with special projects as necessary.


Preferred skills
Ability to communicate effectively in verbal and written form. Ability to interact professionally with a diverse group of executives administrative and engineering staff. Proficient in Microsoft Word and Excel. Knowledge of PAIRs NYCAPs Smart Recruiters

Qualifications :

1. A baccalaureate degree from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning allocation for resources and the scheduling and assignment of work 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory full-time progressively responsible experience as described in 1 above 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory full-time progressively responsible experience as described in 1
above 18 months of which must have been in an administrative managerial
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to 1 2 or 3 above. However all
candidates must possess the 18 months of administrative managerial executive or supervisory experience as described in 1 2 or 3 above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative managerial executive or supervisory
experience described in 1 2 or 3 above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
