Your Team:
The Office of Finance and Administration (OFA) leads the agencys effort with the planning and management of the agencys resources and advises the Commissioner and senior team on how to improve efficiency and allocate funding to carry out HPDs mission. The financial segment of OFA is comprised of the Budget Capital Planning and Fiscal Affairs. These three divisions work in conjunction to provide centralized support consultation and oversight on a broad range of financial issues for the entire agency.
Your Impact:
Serve as Expense & Capital Payment Analyst within the Division of Fiscal Affairs Accounts Payable Unit managing payment processes related to New York City Housing Authority (NYCHA) and ensure a smooth workflow and timely capital payments to banks servicing capital loans and to capital consultants.
Your Role:
Your key responsibilities will include but not limited to the following:
- Examine Financial Management System (FMS) records including Commodity Requisitions and Commodity Purchase Orders to verify that pre-encumbrance procedures and payment request amounts are accurately established ensuring capital payment requests are processed without system errors
- Correct capital payment vouchers that reject in Financial Management System (FMS).
- Review capital loan documents from Development for accuracy and required supporting documentation including requisitions grant authorizations grant agreements exhibits and supporting invoice materials
- Reach out to Development staff to resolve errors in capital loan payment request documentation or to obtain missing supporting materials.
- Follow-up with program until all required documents are submitted.
- Prepare capital payment vouchers using the MS Access vouchering system and coordinate efforts with Pre-Audit Team for the timely approval and transfer of payments to FMS.
- Prepare capital payment vouchers directly into FMS to expedite loan payment requests when payment is needed immediately for a loan closing.
- Coordinate efforts with the Comptrollers Bureau of Accountancy when checks need to be printed on-site in trying to meet loan closing schedules.
- Monitor FMS to ensure that loan checks are received in time for loan closings.
- Enter FMS documents to expedite check or electronic funds transfer (EFT) issuances.
- Coordinate efforts with the Department of Finance and the Comptrollers Bureau of Accountancy for the issuance of wires to meet loan closing schedules.
- Distribute loan checks to program and keep check log.
- Track all NYCHA PACT payments assign special projects and ad hoc activities as deemed necessary
Preferred skills
- Highly organized with ability to handle multiple priorities and deliver assignments on time.
- Must be hands on disciplined and detail oriented with ability to work independently in a high-volume environment.
- Must have accounts payable and receivable experience.
- Must be able to multitask.
- Experience in use of Microsoft Office Suite HPD Info (Agency Legacy System) and the City s Financial Management System (FMS) are a plus.

Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
