Your Team:

The Office of Enforcement and Neighborhood Services (OENS) lead the agencys effort to work closely with other HPD divisions and outside community partners to identify buildings in distress assess and develop appropriate strategies to address those properties and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. OENS uses enforcement tools within its Division of Code Enforcement Housing Litigation Division Emergency Operations and Enhanced Enforcement and the Division of Neighborhood Preservation to ensure compliance with legal and regulatory obligations.

The Office of Enforcement and Neighborhood Services is composed of seven divisions: Data Management & Technology (DMT) Division of Neighborhood Preservation (DNP) Administration & Internal Compliance (AIC) Housing Litigation Division (HLD) Division of Code Enforcement (DCE) and Emergency Operations and Enhanced Enforcement Division (EOD) and Division of Emergency Housing Services (EHS).

Your Impact:

The Data Management and Technology Unit (DMT) is a vital part of the Office of Enforcement and Neighborhood Services actively supporting all reporting functions. Through data collection studies and analyses the DMT unit continually formulates strategies to assist the office in meeting its responsibilities. It leads the development and oversight of analysis and preservation planning across all operations and initiatives. By leveraging performance-based indicators the unit performs strategic management assessments and forecasting which inform the refinement and redesign of program plans to further the Enforcement and Neighborhood Services mission.

The Business Intelligence Analyst/Certified IT Administrator (Database) will contribute to enhancing HPDs effectiveness by developing analyzing and optimizing ENS operations. This involves analyzing data to provide actionable insights for ENS divisions and strengthening the agencys overall capacity to utilize data effectively.

As a Business Intelligence Analyst/Certified IT Administrator (Database) you will deploy data tools that enhance ENS capacity to operate as a data-driven division. Your work will help cultivate a robust wide data culture one where insights are actively used to strengthen Enforcement and Neighborhood Services (ENS) operations and drive improved outcomes.

Your Role:

As the Business Intelligence Analyst/Certified IT Administrator (Database) reporting to the Assistant Commissioner and Director of Data Management and Technology you will drive the expansion of HPDs business intelligence program. This includes facilitating the adoption of innovative analytic tools and enabling ENS programs to more effectively utilize data to inform policy development and enhance operational efficiency. The position provides ample opportunities for collaboration with agency staff and leadership as well as exposure to a wide range of housing programs.

Your Responsibilities:

-Develop and maintain dashboards that deliver critical insights into ENS operations and outcomes partnering closely with program teams to grasp their goals and data requirements.
-Work alongside ENS program and technical staff to plan and support the advancement of business intelligence initiatives.
-Gain mastery of HPDs BI platforms (Oracle BI and Power BI) and act as a go-to expert providing support and training to SOA analysts and agency personnel on using these tools including advanced functionalities like dashboard creation reporting and publisher features.
-Lead special projects focused on analyzing data pertinent to ENS programs.

Preferred Skills:

The ideal candidate will be an inquisitive self-starter collaborator and problem-solver with the following skills:

-Strong technical and analytic skills and comfort working with data.
-Experience with business intelligence tools experience with visualizing data or building dashboards.
-Strong attention to detail with the ability to maintain a comprehensive project view while also keeping an eye on details.
-Strong interpersonal and communication skills comfortable working with staff at all levels and asking thoughtful questions to ensure understanding.
-Collaborative team player with the ability to also drive projects forward independently.
-Enthusiastic about using data to improve government programs and policies.
-Must have advanced Microsoft Excel skills experience with SQL developer and Microsoft Access.

Qualifications :

Professional/Vendor Certification(s) in database administration that is required for the position to be addition you must have one of the following:
1. A baccalaureate degree from an accredited college or university and two years of satisfactory fulltime (not classroom based) experience in database administration. Experience must include database design configuration installation troubleshooting integration performance monitoring maintenance enhancement and security management;

2. A four-year high school diploma or its educational equivalent and six years of satisfactory full-time (not classroom based) information technology experience (IT) of which at least two years must have been database administration experience as described in 1 above; OR

3. A satisfactory equivalent of education and/or experience equivalent to 1 or 2 above. Undergraduate education may be substituted for experience on the basis that 30 undergraduate semester credits from
an accredited college or university is equivalent to 6 months of information technology experience but may not be substituted for the required database administration experience. A masters degree in computer science or a related field from an accredited college or university may substitute for one year of database administration experience. However all candidates must have at least one year of satisfactory full-time (not classroom based) database administration experience as described in 1 above.
