GENERAL DESCRIPTION:

This position is responsible for managing the Wyoming Injury and Violence Prevention Program (WIVPP) within the Public Health Division of the Wyoming Department of Health. This program focuses on reducing unintentional and intentional injuries including suicide in addition this position is responsible for the Rape Prevention and Education (RPE) grant.

The WIVPP Manager assumes full responsibility accountability policy-making input personnel management budgetary setting oversight and coordination of injury prevention activities. This program is a key contributor to the divisions mission of promoting protecting and improving health and preventing disease and injury in Wyoming.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.


  • Manage all aspects of the Wyoming Injury and Violence Prevention Program by developing and administering policy procedures and programming initiatives.
  • Directly supervise employees including leadership development guidance and consultation.
  • Writes coordinates implements and oversees grant and contract activities.
  • Design and execute program activities; formulate recommend and implement changes.
  • Gather information analyze and interpret data applying the results to policy recommendations.
  • Prepare written and/or verbal reports on program performance.
  • Coordinate teams and provide leadership to review cases of death including those from injury or suicide and provide a public health perspective.
  • Oversee funding requirements including writing coordinating implementing and overseeing grant activities.
  • Manage and administer the annual budget.
  • Interpret and ensure compliance with federal and state laws rules and regulations as they pertain to injury prevention.
  • Collaborate with stakeholders and develop strong working relationships.
  • Design and present professional presentations pertaining to injury prevention.
  • Serve as a key liaison with key federal stakeholders and other groups.

Qualifications


PREFERENCES:


Preference will be given to a Bachelors degree in psychology/social science or services public health health promotion public administration or related field with 1-3 years of progressive work experience managing a health services program.


KNOWLEDGE:


  • Skilled in written and oral communication public speaking preparation of professional publications and presentations leadership team building problem solving and conflict resolution.
  • Skilled in grant writing; budget monitoring management and oversight; collection and analysis of data and other information for program planning monitoring and evaluation purposes; and report writing for multiple stakeholders.
  • Skilled in interpersonal communication and effective problem-solving.
  • Skilled in managing a successful team as well as managing change by creating and communicating a vision and incorporating new ideas and processes into day-to-day operations.
  • Knowledge of effective program management techniques employee supervision and team building processes.
  • Knowledge of developing and implementing policies and procedures.
  • Knowledge of the principles of: unintentional injury prevention suicide prevention health promotion evidence-based public health interventions public health and quality assurance/performance management.
  • Knowledge of the principles of customer service (internal and external customers).


MINIMUM QUALIFICATIONS:

Education:
Bachelors Degree (typically in Healthcare)
Experience:
1-2 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist
OR
Education & ExperienceSubstitution:
4-6 years of progressive work experience (typically in Health Programs) with acquired knowledge at the level of a Health Program Specialist

PHYSICAL WORKING CONDITIONS:


  • The employee may sit comfortably to perform the work; however there may be some walking standing bending carrying light items driving an automobile etc.
