Job Summary

The Position

Class Code 27703: Chief Water Quality Policy and Planning Division

Transfer job postings are for County of Sacramento employees only.
In order to be qualified for a transfer:

1. You must meet the Minimum Qualifications of the new job.
2. The difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.

There are three different transfer types that you may qualify for: interdepartmental transfer interclass transfer and voluntary demotion. These different transfer types are defined as:

  • Interdepartmental transfer - a transfer in the same class from one County department to another.
  • Interclass transfer - a transfer from one job class to a different job addition the difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.
  • Voluntary demotion - a transfer into a job class that pays less than 95% of your current class salary.
If you are requesting an interclass transfer or voluntary demotion either action is a change in class. Whether the change is a transfer or a demotion depends upon the difference between the maximum salary rates of the requested and incumbent classes. Personnel Ordinance Section 2.78.294 or the applicable labor agreement sets the criteria for determining the maximum difference allowed. Personnel Ordinance Section 2.78.228 defines demotion.

There is an additional 3.35% Management Differential which is added to the posted salary for this class.

Under direction the Chief Water Quality Policy and Planning Division plans organizes coordinates and directs the development of long range plans the negotiation of regulatory permits the conduct of regulatory compliance studies the resolution of significant customer service issues the development and implementation of source control programs the development of watershed management programs and the development and revision of policies and agreements for the department and local sanitation districts.

  • Principles and practices of supervision to include team dynamics and team building leadership mentoring etc.
  • Principles and practices of public administration organization and management
  • Budget preparation and monitoring
  • Contract preparation negotiation and administration
  • Quality principles as applied to programs staff and customers
  • Principles and practices and current practices and trends applicable to source control treatment plant and collection systems programs
  • Methods and procedures for evaluating program results
  • Local State and Federal laws regulations and procedures affecting source control treatment plant and collection systems programs
  • Safety requirements
Ability to
  • Plan organize and direct the work of professional administrative technical and clerical staff
  • Implement effective administrative and personnel procedures
  • Prepare complete and comprehensive reports
  • Represent the County and/or sanitation districts in meetings and conferences with outside consultants contractors and other public agencies
  • Manage capital and operating budgets
  • Negotiate with interested groups and agencies to gain cooperation and/or agreement on pertinent policies regulations permits projects etc
  • Work with related local state and Federal agencies
  • Analyze situations accurately and adopt an effective course of action
  • Analyze statistical and financial records and reports

Employment Qualifications

Minimum Qualifications

A Bachelors degree or higher from an accredited four-year college or university in Engineering; Business Administration Public Administration Finance Accounting; or a closely related field.

AND
Three years of full-time experience performing management level duties in an engineering operations or maintenance function in a large potable water or wastewater organization or overall management of a medium sized potable water or wastewater organization.

Desirable Qualifications

1. Masters degree in one of the aforementioned degrees from an accredited college or university; and/or

2. Possession of a valid certificate of registration as an engineer issued by the California State Board of Registration for Professional Engineers.

Note: The word experience referenced in the minimum qualifications means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements..

Special Requirements

License Requirement:
A valid Drivers License Class C or higher is required prior to appointment to all positions in this class series.

Note:
(1) Failure to maintain a valid California Drivers License Class C or higher may constitute cause for termination from this class in accordance with Civil Service Rule 11.4.
(2) An individual who does not meet this requirement due to physical disability will be reviewed on a case-by-case basis.
