Created in 1993 LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care we coordinate and manage over $800 million annually in federal state county and city funds for programs providing shelter housing and services to people experiencing homelessness.

This position is primarily responsible for managing the daily operations of the accounting unit within the Finance Department. The candidate will oversee the Los Angeles Homeless Services Authoritys (LAHSA) general ledger financial management cash management cost control financial analysis accounting practices and annual financial audit functions. Oversee the overall integrity of LAHSAs financial data. The Principal Accountant will oversee the overall integrity of LAHSAs financial data and will directly supervise the work of the Accountants in the Unit.


Note: This position is funded through June 30 2026. Continuation of employment will be contingent upon funding availability.

Essential Job Functions

  • Supervise and mentor the administrative accounting unit as team leader to optimize the utilizationofstafftotransmitexecuteorreconcilelong-termdirectivesandprioritiesfromupper management
  • to complete the day-to-day work.

  • Participate in maintaining an automated fund accounting system in accordance with Generally Accepted Accounting Principles and applicable federal state county and cityregulations.
  • Work collaboratively with the Managers in the Finance Department and throughout the agency to ensure accounting issues affecting cash are resolved on a timelybasis.
  • Implements and maintains internal controls and accounting procedures in compliancewith
  • LAHSAs policies and procedures.

  • Serves as primary liaison with auditors and compliance monitors regarding the general ledger and financialstatements.
  • Assists the Manager(s) Finance Admin and Grants Management with the preparation reconciliation and timely submission of cash requests tograntors.
  • Tracks accounts receivables and ensures follow-up for timelycollection.
  • Homeless funding regulations requirements and procedures including HUD Supportive Housing Program Emergency Solutions Grants and Community Block DevelopmentGrants.
  • Intermediate and advanced level of computer software programs specifically Microsoft Office (Word Excel Access Power Point and Outlook) and theinternet.
  • Knowledge of fund accounting software preferably Sage (MIP) Fund Accounting ADP and GHG preferred.
  • Applicable laws rules regulations and/or policies and procedures procurement and/or administration of contracts grants loans or similaragreements.

  • Project management skills as well as strong interpersonal organizational written and oral communication skills and demonstrate attention todetail.

Knowledge Skills & Abilities

  • Fund Accounting and fiscal grants management of federal and non-federalfunds
  • Familiaritywithagenciesregulationsrequirementsandproceduresrelatedtotheprovisionand funding of homeless services in Los Angeles County including the HUD CoC program ILP DPSS ESG CDBG HI Measure H BCSH HEAP & CESH amongothers
  • Team-based projectmanagement.

Training & Experience

  • Bachelors degree from an accredited college or university in accounting finance or business administration MBA preferred.
  • Minimum of five (5) years of experience working in accounting or auditing withinagovernmentalentityorlargefederallyfundednon-profitorganizationandaminimumof two years working as a senior member of an accounting or auditing team supervising the work of others.
  • An MBA or additional certification (such as a CPA CFA CMA or CGMA) is considered a plus and may be substituted for 1 year of the required supervisorial or managerial experience.
  • Experience in fund accounting and financial grants management of federal state county and city funds including a working understanding of 2 CFR Part 200 fundamentals of the HUD Supportive Housing Program Emergency Shelter Grant Programs and general ledger management and maintenance.
  • Experience with fund accounting software preferably Sage (MIP) Fund Accounting required.
  • Any combination of extensive and applicable work experience and educational credentials to perform the above duties successfully.

Schedule:The Chief Executive Officer or designee may change the schedule of positions between hybrid and onsite as necessary to accomplish LAHSAs business needs.
