ABOUT INUVIALUIT REGIONAL CORPORATION (IRC)
IRC was created in 1984 to represent the Inuvialuit and their rights and benefits obtained under one of Canadas oldest comprehensive land claim agreements. With assets over $1 billion not including vast land holdings IRC is responsible for corporate investment land management and a broad range of social cultural and economic programs and services benefiting Inuvialuit. Its subsidiaries have interests in grocery manufacturing property management transportation and significant dealings in the oil and gas industry.
Since its inception IRC has experienced considerable growth and its structure and operations have become increasingly complex. Combining local government and service delivery community development investment and operating business divisions all managed by a single back office the organization has an array of complexities for the executive staff to navigate. There is an emphasis on fostering understanding healing and resilience in a region brimming with unique social challenges and immense potential for transformative change.
JOB SUMMARY
The Director Infrastructure is accountable for the strategic leadership governance and oversight of IRCs infrastructure portfolio including Housing Programs the Elders Home Repair Program and the Major Projects Department.
This role is senior and advisory in nature. The Director provides executivelevel direction oversight and assurance rather than daytoday operational project management. The position ensures that infrastructure initiatives are welldesigned appropriately funded riskmanaged compliant with funding agreements and aligned with IRCs strategic priorities community needs and the longterm interests of Inuvialuit Beneficiaries.
The role is based in the ISR and requires regular engagement with communities contractors partners and internal teams.
WHAT SUCCESS LOOKS LIKE
- Housing and major infrastructure initiatives consistently meet governance financial and quality standards.
- Funding agreements and regulatory requirements are fully met with no compliance gaps.
- Infrastructure programs are risk-managed and align with both IRC priorities and community expectations.
- Effective partnerships are sustained with governments funders contractors and communities.
- The department is viewed as a trusted center of excellence leading to improved housing access and resilient infrastructure in the ISR.
QUALIFICATIONS
Minimum Education / Designations
- Postsecondary education in engineering construction management project management planning business or a related field.
Minimum Experience
- Senior leadership experience overseeing infrastructure housing or capital programs of similar scale and complexity.
Experience That Prepares You for This Role
- Proven track record in governance and strategic oversight of complex multimilliondollar infrastructure or capital programs.
- Senior-level experience integrating project management principles to establish effective governance frameworks risk controls and assurance processes for large-scale initiatives.
- Demonstrated ability to provide high-level advice and assurance to senior executives and Boards on priorities timelines and delivery confidence.
- Extensive experience operating in northern remote and/or Indigenous contexts with a deep understanding of logistical challenges cultural considerations and stakeholder engagement practices required for successful program delivery.
Assets
- Lived experience within the Inuvialuit Settlement Region or demonstrated experience working in Northern Indigenous governance contexts
- Professional designation (e.g. . PMP) or advanced education in infrastructure or governance fields.
