GENERAL DESCRIPTION

The Associate Director of Compliance and Systems provides broad operational and strategic leadership across the compliance data systems training and program support functions within CRP/HYS/CARS. This position serves as a key deputy to the Compliance and Systems Program Director and is responsible for directly overseeing a team of managers spanning internal and external grants administration and compliance monitoring data systems (HMIS NeedNav and other data) staff training and professional development Health-Related Social Needs (HRSN) program services and other administrative initiatives including Long-Term Rent Assistance (LTRA) administration and community engagement. The Associate Director will ensure that all programs under their purview maintain grant compliance uphold data integrity and operate in alignment with agency policies and funder expectations. This is a grant-funded position located at the ARCHES Project and is renewable based on the continuation of project funding.

MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge skill and/or ability required.

EDUCATION and/or EXPERIENCE

  • A Bachelors degree in Administration Social Services Public Administration or a related field.

  • Three or more years of experience in program management compliance or administration in a social service or community services setting.

  • Four years of supervisory experience including experience overseeing managers or multi-disciplinary teams.

  • A preference will be given to those with experience managing programs serving vulnerable at-risk populations including people experiencing homelessness or at-risk of homelessness.

  • Equivalent combination of education and experience may be considered.

CERTIFICATES LICENSES REGISTRATIONS

  • Driver qualifications are required for this position. Valid driver license insured vehicle available for use on the job and a satisfactory drive record for the previous three years are required.

  • Basic Life Support/First Aid Certification is required within first 30 days of hire.

  • Candidate must pass a comprehensive MWVCAA background screening prior to employment.

  • Candidate must pass pre-employment and random drug/alcohol screenings.

KNOWLEDGE SKILLS AND ABILITIES

  • Intermediate to advanced proficiency in data systems and tracking software including HMIS case management systems and grant management platforms.

  • Strong analytical skills with the ability to review validate interpret and reconcile data to ensure accuracy integrity and compliance with program grant and regulatory requirements.

  • Knowledge of federal and state regulations grant requirements and agency policies related to data collection reporting monitoring and compliance.

  • Demonstrated proficiencies in Microsoft Office (including Outlook) videoconferencing platforms and web-based tools.

  • Ability to effectively lead manage and develop multi-disciplinary teams across diverse functional areas.

  • Must possess excellent planning organization and time management skills with the ability to manage multiple priorities and complex projects simultaneously.

  • Ability to work effectively with a team using direct communication respect creativity and emotional intelligence.

  • Experience in continuous quality improvement program evaluation and data-informed decision making.

ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.

  • Directly supervises a team of managers and program staff overseeing hiring onboarding training and performance management while fostering a cohesive collaborative and accountable leadership culture.

  • Provides strategic and operational oversight of assigned programs (e.g. HRSN CHW LTRA) ensuring effective implementation alignment with organizational goals and high-quality service delivery.

  • Oversees grant administration across programs including contract development and amendments subrecipient onboarding and monitoring compliance enforcement and ensuring appropriate spend-down and adherence to funder requirements.

  • Ensures accurate and timely reporting by overseeing data collection validation and submission processes maintaining compliance with agency regulatory and funder expectations.

  • Leads oversight of data systems (e.g. HMIS NeedNav and other platforms) ensuring effective utilization system integrity and support for data-driven decision-making across teams.

  • Provides leadership and direction for training and staff development efforts ensuring staff and partners are equipped to meet program requirements maintain compliance and grow professionally.

  • Serves as a key member of the management team supporting cross-functional collaboration maintaining clear communication with staff and stakeholders and acting as a decision-maker in the absence of the Compliance and Systems Director.

SUPERVISORY RESPONSIBILITIES

Directly supervises approximately 5-10 managers. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities for this position include interviewing hiring and training employees as well as planning assigning and directing their work and appraising their performance. The Associate Director is also responsible for rewarding and disciplining employees when applicable and addressing their complaints.

WORK ENVIRONMENT

  • Mostly indoor work environment with frequent interruptions and demands.

  • Close quarters often with a public client population experiencing homelessness substance use disorders and/or severe and persistent mental illness and/or unpredictable behavior.

  • Frequent interruptions and demands; frequent noise.

  • Occasional remote work from home.

  • Occasionally exposed to outside weather conditions.

  • Ability to work outside of normal business hours including evenings and weekends.

  • Occasional exposure to body fluids/biohazards (such as saliva vomit and urine.)
