Job Description Summary

Responsibilities include managing and designing projects of varying degrees of difficulty coordinating and reviewing land surveys subsurface utility engineering (SUE) geotechnical engineering environmental investigations property legal descriptions and right-of-way acquisition coordination preparing schedules and cost estimates writing project specifications construction/project management analyzing traffic and traffic studies and answering traffic related questions from citizens per County Code. This position shall be proficient in designing and managing road and bridge projects drainage projects and traffic engineering projects. This position requires the applicant be proficient using AutoCAD Civil 3D software. Applicants must have experience managing CDOT local agency grant projects. Proficiency in the use of floodplain models for design purposes is also desirable. May supervise and train professional and technical level staff.

Job Description

Project Manager - 50%

  • Work requires independent evaluation selection and application of standard engineering techniques procedures and criteria using judgement and experience to evaluate infrastructure improvements.
  • Prepare preliminary final and detailed cost estimates which determine project design and construction feasibility.
  • Prepare packages to advertise for consultant design services produce addendums review and score proposals and write award recommendations.
  • Supervise consultants and direct other staff in the design and preparation of reports plans specifications and contract documents for various infrastructure improvement projects.
  • Coordinate with and manage Right-of-Way (ROW) consultants to acquire ROW for construction projects.
  • Coordinate internal processes necessary for ROW acquisitions such as reviewof appraisals and written correspondence with property owners negotiations payment signatures and recording of final documents.
  • Prepare agreements between Weld County and other entities for purposes such as utility relocations and work in or around privately owned irrigation facilities. Coordinate between internal/external parties including engineers attorneys and the Board of County Commissioners in order to reconcile the requirements of all stakeholders. Manage signing and approval processes to reach final executed agreements.
  • Prepare bid packages to advertise for construction bids hold mandatory pre-bid meetings produce addendums prepare tabulations of submitted bids and write award recommendations.
  • Knowledge of construction methods practices and materials including quality control and testing.
  • Participate in and direct personnel in inspection of construction to monitor progress and ensure conformance to engineering plans specifications and contract documents.
  • Participate in and supervise personnel in coordination of construction activities with various outside Federal State and municipal agencies utility companies irrigation companies affected property owners and the public.
  • Prepare construction project pay applications.
  • Must work and communicate (oral and written) at a highly effective level with the staff Commissioners Management outside agencies construction contractors consultants private companies affected property owners and the public.
  • Must have familiarity with CDOT local agency project management.

Design - 20%

  • Able to design roadways utility layouts irrigation/drainage systems and structures signage/striping construction phasing and stormwater management plans.
  • Use computer assisted engineering and design software and equipment to prepare engineering design and construction documents. Shall be proficient using AutoCAD Civil 3D design software. Engineer will be required to draft construction plans/details for their own designs.
  • Ability to write drainage reports for design projects.
  • Produce bid tabulations and summaries of quantities that coincide with project specifications and prepare cost estimates. Requires understanding of how roadway projects are constructed how the construction tasks are paid for and sequencing of these tasks.

Administration - 30%

  • Present to the Board of County Commissioners at hearings and work sessions.
  • Act as a consultant and advisor to the public/customers Commissioners Public Works Director Engineering supervisory and administrative personneland other Departments on engineering related issues.
  • Respond to requests for information from the public regarding projects.
  • Participate in engineering review and final acceptance of land use/development engineering designs as they relate to public infrastructure.
  • Coordinate and participate with the Operations Division of Public Works in developing project construction designs and schedules.
  • Respond to complaints or requests for information from staff elected officials and the public regarding various transportation and drainage related subjects.

Required Qualifications

Education

  • High school diploma/GED and Bachelors degree in civil engineering from an accredited four-year college or university.


Experience

  • Minimum seven years related experience or equivalent combination of education and experience and four years of increasingly responsible job-related duties.


Preferred Experience

  • Local government experience.


Skills and Abilities

Knowledge of construction methods practices and materials including quality control and testing.

Knowledge in hydrology and hydraulic analysis for drainage and bridge design plus proficient at using hydraulic software such as HY-8 Culvert Master Flow Master and a working knowledge using and reading HEC-RAS inputs and outputs.

Knowledge of traffic engineering studies and designs. Knowledge of traffic crash analysis procedures is desired.

Knowledge of structural design and analysis of bridges.

Knowledge of budgeting and fundamental accounting practices and methods including financial reporting accounts payable accounts receivable and payroll.

Knowledge of collection and analysis of survey information for the purpose of civil engineering design.

Knowledge of County Code as relates to engineering design land use and development.

Candidate must pass a physical demands evaluation post offer screen compatible to this position.

Candidate must pass criminal background check prior to employment start date.

Candidate must pass a substance use screening prior to employment start date.

This position will participate in random substance use screening.


Licenses and Certifications

  • Registered Professional Engineer in the State of Colorado for a minimum of three years.

  • Ability to be MSHA certified.

  • Valid regular Colorado drivers license by the employment start date and maintain a valid license for the duration of employment.

While performing the duties of this job the employee regularly works near moving mechanical parts and in outside weather conditions. This position is exempt from the minimum wage and overtime requirements of the Fair Labor Standards Act and is therefore ineligible for overtime pay.
