JOB SUMMARY/ESSENTIAL JOB FUNCTIONS: The Associate Vice Chancellor for Human Resources and Human Resources Officer for the University of Tennessee Health Science Center provides strategic leadership and direction to all facets of human resources management compliance management and payroll in all components of the University and its campuses/branches. This position works closely with the Office of the Vice Chancellor for Academic Affairs Faculty and Student Affairs to ensure oversight and management of faculty hiring and related support. This position directs the management of the various component activities of the Universitys Human Resources Department Office of Compliance and Payroll ensuring that all programs and initiatives are integrated and effective in supporting the overall mission goals and objectives of the institution. The Associate Vice Chancellor for Human Resources and Human Resources Officer directly participates in institutional planning and decision making as a member of the Universitys Leadership Council and provides broad administrative leadership and coordination to the University Administration Division as designated by the Executive Vice Chancellor. To enhance institutional administrative functions and to strengthen the overall University and its impact has a key responsibility for achieving the Universitys mission of Healthy Tennesseans and Thriving Communities by identifying gaps and prioritizing areas for streamlining integrating and improving administrative systems and processes to provide coordinated efficient and high-quality services
Responsibilities
- Develops and implements a comprehensive people strategy that aligns with and enables the mission and strategy of the UT Health Sciences Center.
- Collaborates with the Executive Vice Chancellor and other leaders on the development and execution of people strategy necessary to drive financial performance operational efficiency and organizational growth.
- Lead the Office of Human Resources Office of Compliance and Payroll for all UT Health Science Center campuses/branches.
- Collaborates with UT System resources to develop support and execute UT Health Science Center specific and UT system-wide strategies policies procedures and operating practices.
- Develops implements and executes individual strategies for all aspects of human resources and compliance.
- Designs establishes and maintains an organizational structure and staffing to effectively accomplish the organizations goals and objectives; oversees recruitment training supervision and evaluation of unit staff
- Develops and executes individual strategies to ensure specific objectives efficient operating practices and successful measurements and metrics.
- Develops and manages annual budgets for the department and performs periodic cost and productivity analyses
- Participates in system-wide committees for system implementation and the stabilization of Enterprise Resource Planning (ERP).
- Recommends and participates in the development of University policies and procedures;participates directly in the executive planning and decision making for the division and the institution.
- Evaluates departmental procedures to streamline and/or automate processes improve customer service reduce paper flow and improve human resources data management.
- Contributes to leadership training and development as a staff member of the UT Leadership Institute.
- Performs other duties as assigned.
Qualifications
EDUCATION:Bachelors Degree. (Masters Degree preferred.)(TRANSCRIPT REQUIRED)
EXPERIENCE: Ten (10) years of human resource-related experience in an education corporate or public setting directly related to the duties above; OR Masters Degree and eight (8) years of experience in a higher education corporate or public setting that is directly related to the duties above.
KNOWLEDGE SKILLS AND ABILITIES:
- Advanced knowledge and skill in budget preparation and strategic fiscal and business management gained in a public institution.
- Skill in examining and re-engineering operations and procedures formulating policy and developing and implementing new strategies and procedures.
- Strong analytical and critical thinking skills and the ability to analyze summarize and effectively present data.
- Skill in organizing resources and establishing priorities.
- Knowledge and understanding of state-of-the-art process management and improvement systems procedures and best practices.
- Working knowledge and understanding of enterprise resource planning systems and processes.
- Knowledge of organization structure staffing patterns and job design. Ability to lead inspire and direct employees and other management to achieve organizational excellence and drive strategic success.
- Knowledge of project management principles practices techniques and tools.
- Excellent interpersonal skills with the ability to engage empathetically credibly and effectively with senior leadership while fostering trust and collaboration.
- Advanced verbal and written communication skills with the ability to convey policies clearly address concerns with credibility and facilitate organizational change while presenting effectively to audiences ranging from small groups to large institutional gatherings.
- Ability to supervise and train employees including organizing prioritizing and scheduling work assignments.
- Ability to foster employee growth through strategic development initiatives and in driving organizational excellence through effective performance management practices.
