The Oregon Liquor and Cannabis Commission (OLCC) oversees access to alcohol and cannabis products in Oregon through education regulation and distilled spirits distribution. Our aim is to protect public health and safety while supporting responsible businesses and providing funding for local and state agencies.
The agency is comprised of three major operational programs: the Distilled Spirits Program the Recreational Marijuana Program and the Public Safety Program. All three programs are supported by the Administration Financial Services and Support Services divisions. Revenue generated from these programs helps support state and local government programs.

About this opportunity:
- This position is based at our Milwaukie OR headquarters office. Please note that the headquarters will relocate from Milwaukie to Portland OR by approximately mid-2027.
- After an initial training period this position may be eligible for a flexible hybrid work schedule however weekly in-office work will be required. This position is not eligible to be fully remote.
- This position is an executive service position and is not represented by a union.
Heres what you will do:
The Chief of Staff (COS) serves as the performance accountability and legislative steward for OLCC and serves under the purview of the OLCC Executive Director. You will oversee key internal divisions including Financial Services Information Technology Legislative & Tribal Affairs Communications & Public Records and Internal Audits. You will be responsible for the Strategic Performance & Analytics program to ensure the OLCC is meeting its strategic plan and service delivery partnership with the Executive Director you will establish legislative priorities implement lobbying strategies and serve as the representative of the agency with constituent groups interested parties elected officials local and state government agencies and other partners.
You will assist in developing executing and monitoring the agencys biennial budget; establish policy priorities and ensure agency policies are informed by research best practices national trends and partner engagement.
The Chief of Staff provides agency-wide leadership and serves as a principal member of the agencys Executive Team. OLCC Executive Team members must demonstrate effective leadership strong interpersonal skills organizational and systems knowledge problem-solving initiative and self-management in their day-to-day comportment. As a senior member of the Executive Team this position supports the Executive Director in the strategic leadership and oversight of the agencys operations services and programs.
Regular and reliable attendance is an essential function of this position.

Heres what you need to qualify:
Minimum Qualifications:
Eight years of management leadership or executive level experience in public administration regulatory operations policy development or organizational leadership.
A bachelors degree may substitute for up to four years of experience.
A graduate degree may substitute for up to five years of experience.
Candidates must also have demonstrated experience in:
Leading complex organizational operations or multi-division teams.
Developing and implementing strategic plans performance metrics and data-driven organizational improvement initiatives.
Legislative engagement policy analysis or representing an organization in governmental settings.
Managing enterprise level or cross functional projects with measurable outcomes.
A successful background check is required including eligibility for access to Federal Tax Information (FTI) and Criminal Justice Information Services (CJIS).
