Job Duties
The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Contract Monitor Program Specialist in the Office of Community Living.
Job responsibilities will include but are not limited to:
Responsible for monitoring and providing program support for consumer-directed services in Virginia Medicaid Waivers through contract management performance evaluation and oversight of the Fiscal/Employer Agent contract administered by the Office of Community Living.
Ensures compliance with Electronic Visit Verification (EVV) requirements including monitoring adherence to federal and state regulations and identifying areas of risk or noncompliance.
Responsibilities also include analyzing and trending complex data and reports evaluating vendor performance and recommending data-driven improvements to strengthen program effectiveness accountability and service delivery.
The business needs for this position have in office requirements to include but are not limited to attending in-person meetings training and occasional travel to vendor-specific sites in Richmond Virginia.

Minimum Qualifications
Competitive candidates will meet these minimum qualifications:
Knowledge of Virginia Medicaid and consumer-direction model of service delivery for home and community-based waiver services.
Experience in analyzing and trending complex data sets.
Considerable knowledge of contract management principles vendor oversight and performance monitoring practices.
Considerable experience of contract monitoring and ensuring adherence to contractual requirements.
Considerable Experience in Microsoft Office to include Excel Word and PowerPoint.
Knowledge/Experience interpretation and application of federal state laws/regulations.
Experience in meeting deadlines.
Experience with internal/external stakeholders.
Additional Considerations
Competitive candidates should meet these additional considerations:
Experience using the VA Medicaid System (MMIS) or other automated platforms to research inquiries and effectively communicate with stakeholders.
Experience with implementation of programs/special projects in alignment with contractual deliverables.
