Job Summary
Strathcona County is seeking a Supervisor Water and Wastewater Transmission to provide leadership and operational oversight for the Countys Transmission Services. This role is responsible for the delivery of safe reliable potable water and ensuring the removal of wastewater within Strathcona County and around the Capital Region.
This position leads and supports frontline staff while working collaboratively with Distribution and Collection Engineering Finance and other internal partners to address system needs customer service requirements and operational priorities. The Supervisor ensures compliance with all applicable provincial and federal legislation codes of practice operating guidelines and occupational health and safety requirements while contributing to departmental and corporate objectives through strong leadership sound decisionmaking and alignment with County values and the People Plan.
Key Responsibilities:
- Lead and oversee daily water and wastewater transmission operations by directing frontline operators assigning work monitoring progress and adjusting operational modes to ensure safe reliable service delivery across Strathcona County and regional facilities
- Plan implement and manage operational and maintenance programs for transmission systems facilities and equipment while upholding Strathcona Countys Design and Construction Standards
- Prepare work schedules manage resources and support effective contract administration by reviewing contract proposals and coordinating work performed by internal teams and external service providers
- Hire train coach and monitor performance of Transmission Operators Leadhands and Forepersons
- Ensure adequate quality control and quality assurance practices are utilized to ensure staff are meeting expectations and complying with branch department and organizational requirements
- Provide leadership and support to Regional Water Customer Group (RWCG) members
- Oversee water demand management and support implementation of recommendations
- Review and implementation of Water Emergency Response plans for Strathcona County and the RWCG
- Develop manage and monitor annual operating and capital budgets including oversight of expenditures procurement activities and compliance with corporate financial and purchasing guidelines
- Ensure field staff are equipped to deliver services by managing tools equipment inventory rentals and fleet resources and by reviewing justifying and coordinating equipment and vehicle requirements
- Respond to water distribution wastewater collection and wastewater treatment emergencies
- Participate/undertake in departmental on-call emergency water and wastewater support
- Serve as the Operations and Maintenance Contract Lead for external customers providing operational oversight contract compliance and relationship management
- Support contract obligations through meetings site visits regulatory liaison reporting (meter readings water samples and operation/maintenance reports) and by contributing to accurate monthly external invoicing
Qualificationsand Skills:
- Post secondary diploma and 7 years related work experience or post-secondary degree and 5 years related work experience
- Alberta Environment Certification in Water Distribution and/or Wastewater Collection (Level III or higher). Level III Certification or higher in a different area may be considered for equivalency.
- Alberta Environment Certification in Wastewater Treatment (Level I) an asset
- Alberta Environment Certification in Water Treatment (Level I) an asset
- ICS 300 certification or higher would be considered an asset
- Certified Engineering Technologist (C.E.T.) designation considered an asset
- Certificate in Municipal Management and Leaderhsip considered an asset
- National Advanced Certificate in Local Authority Administration (NACLAA) is an asset
- Demonstrated experience supervising staff in a unionized environment
- Strong working knowledge of mechanical systems electrical equipment and pumping equipment within water and wastewater industry
- Project management skills contract administration supervision costing scheduling and reporting including the use of associated computer systems and software
- Ability to review interpret and apply technical documents including record drawings control philosophies operation and maintenance manuals and reports
- Solid understanding of OH&S legislation Codes of Practice and emergency response procedures
- Demonstrated strong leadership coaching and performance management skills
- Demonstrated excellent interpersonal communications and conflict resolution skills
- Proven ability to manage multiple priorities and respond effectively in highpressure or emergent situations
- Sound judgement and problemsolving skills in complex operational environments
Conditions of Employment:
- Submission of a Satisfactory Criminal Record Check
- Valid Alberta Class 5 Drivers licence and submission of a 5-year Drivers Abstract with less than 7 demerits
- Participate in departmental after hours on-call emergency Water & Wastewater support for the operations staff
