Community Engagement Manager, Cycling & Micromobility Unit

Transportation Planning and Management (TPM) is responsible for the safe efficient and environmentally responsible movement of people and goods on the Citys streets supporting the larger goals of economic and social vitality for people living working and doing business in New York City. The Divisions responsibilities include planning street design technical analysis signs transit development freight mobility and markings ensuring the safety of motor vehicle occupants pedestrians and cyclists. The Office of Livable Streets (OLS) is tasked with prioritizing strategic planning community engagement research policy design implementation and long-term management. Their goal is to create streets that are livable supporting safety accessibility inclusion resiliency active modes community cohesion and economic vitality citywide. Additionally they aim to enhance New York Citys pedestrian bicycle and micromobility networks providing comfortable connected green and reliable transportation options across the five boroughs. They place special emphasis on Priority Investment Areas mode shift and reimagining streets. The office also develops innovative new programs design typologies project delivery and analysis tools to meet the demands of a rapidly changing population with evolving needs and technologies.

The Cycling & Micromobility (C&M) Unit is responsible for the nations largest bicycle and greenway network (1700 lane miles) engaging communities across the City in the development of policies programs and projects that encourage bike and micromobility ridership. Focusing on safe innovative redesign of City streets the teams primary goal is to expand maintain and improve the bike and greenways network.

NYC DOT is seeking an experienced and self-directed candidate to lead the Cycling & Micromobility Units signature programming events and initiatives. This work is a critical component of the Units goal to promote ridership with thoughtful public engagement. This role is responsible for maintaining the delivery of existing high-quality programming and initiatives and for supporting the expansion of this work to achieve the Units goals and priorities. Duties and responsibilities include planning and implementing all aspects of NYC DOTs cycling activation programs including Bike the Block seasonal initiatives such as Bike Month and Biketober and other events and workshops citywide in support of cycling infrastructure and transportation shift in collaboration with DOT units partner agencies and community organizations. The role will support the Unit with logistics and operations for events citywide including the development of site plans signage graphics and presentations. The position will develop public engagement tools such as guided and self-guided rides and related materials and will design travel surveys manage web engagement portals newsletters and promotional materials. The candidate will coordinate with programming partners stakeholders and vendors to support program delivery. The role will support the creation printing and distribution of the NYC Bike Map manage database tracking map orders and bike shop geospatial data. The position will work closely with the OLS Director of Administration to manage procurement and administrative functions related to engagement efforts. The role will support neighborhood planning efforts develop outreach plans reports and presentations for public engagement and assist with outreach and engagement for Street Improvement Projects (SIPs).

The ideal candidate is passionate about cycling detail-oriented accurate and collaborative with excellent communication skills and demonstrated experience in planning initiatives and in designing and delivering outreach and public engagement activities particularly with diverse communities. The candidate is expected to work collaboratively and inclusively seeking continued professional development and effectively communicating with stakeholders. The role requires field visits and working off-site for extended periods of time including outdoors. Occasional evening and weekend work is also required. This role requires adherence to all agency safety rules and regulations to create a safe work environment.

Preferred Skills
Professional experience in urban planning or a related field; demonstrated interest in cycling and the built environment of NYC; strong creative and analytical problem-solving skills; strong verbal and written communication skills ability to establish excellent working relationships to support successful delivery of agency communications experience working with the public community groups and New York City agencies; willingness to work in the field in all seasons traveling by bike walking or using mass transit. Experience or interest with mapping software (ArcGIS) Computer-Aided Design (AutoCAD) Adobe Creative Suite and Microsoft 365 strongly desired.

Qualifications :

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
