Job Summary

Introduction

The Maryland Insurance Administration (MIA) is an independent State agency that regulates Marylands $49 billion insurance industry and protects consumers by monitoring and enforcing insurers and insurance professionals compliance with State law. Staff members are subject matter experts who serve as a resource for lawmakers consumers and other public and private entities.


The MIA is charged with a broad range of responsibilities including the licensure of insurance carriers and insurance producers (brokers/agents) operating in Maryland the conduct of financial examinations of companies to monitor financial solvency and the review and approval of rates and contract forms. The MIA investigates reports of consumer fraud and consumer complaints about life health automobile homeowners and/or property insurance. Insurance carriers are subject to market conduct examinations and other actions to monitor compliance with Maryland law. The MIA also has a unit dedicated to consumer education and outreach which participates in hundreds of events and reaches thousands of individual consumers annually.

POSITION DUTIES

The MIA is recruiting to fill a contractual Law Clerk position. The MIA hold administrativehearings regarding individuals and entities aggrieved in insurance-relatedmatters. The law clerk will assist in preparing and disposing of thesehearings.

The law clerk will be exposedto all lines of insurance coverage disputes and liability disputes.The law clerk will workdirectly with the Associate Deputy Commissioner Chief Hearings Officer Designated Hearings Officer other lawclerks and support staff. The law clerk will prepare correspondence reviewproposed findings of facts and conclusions of law from the Office ofAdministrative Hearings and draft orders. The law clerk will also assist with case management monitor the hearings email inbox and organize case files.The law clerk may also be required to perform other duties to include scanning documents preparing files forhearing scheduling conferences and hearings and preparing case records to be sentto the circuit court.

MINIMUM QUALIFICATIONS

The candidate must be pursuing their third year of legal studies (final year of law school) or already hold a law degree. Excellent written and oral communications skills are required.

For education obtained outside the U.S.. a copy of the equivalent American education as determined by a foreign credential evaluation service must be provided prior to hire.

DESIRED OR PREFERRED QUALIFICATIONS

  • Ability to conduct legal research.
  • Proficiency with Word and spreadsheet applications.
  • Case management and organizational skills.
  • Familiarity with insurance law is helpful but is not required.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee you will be responsible for paying 25% of the premiums for your medical and prescription coverage including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage accidental death and dismemberment insurance and life insurance but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee at a rate of one hour for every 30 hours worked not to exceed 40 hours per calendar year.
