JOB PURPOSE
Under the direction of the Vice President of Academic Affairs the Dean of English Social and Behavioral Sciences provides visionary leadership in support of teaching and learning for our students. This position leads encourages and supports the delivery of instruction and student support services in the following areas: Anthropology English English as a Second Language Ethnic Studies/Gender Studies History Philosophy/Religious Studies Political Science/Economics Psychology and Sociology.
Administrators may be assigned responsibility for a combination of day evening and weekend programs on-campus and off site. Each instructional Dean assumes responsibility for some college-wide functions and is responsible for grants management in their areas. Managers will be expected to perform other duties consistent with their job description.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manage evaluate and coordinate academic subject areas and student services in accordance with legal requirements district policies and sound instructional and student services principles and practices.
Establish overall goals objectives and plans; initiate and participate in overall program planning; communicate statutes district and college policies and philosophies to division staff.
Supervise and coordinate assigned curriculum planning and development; utilize available resources to develop new or revised curriculum; evaluate and recommend instructional materials equipment and facilities.
Communicate and interpret program objectives and offerings to students staff faculty community organizations and others.
Perform the hiring evaluation and retention of assigned faculty and staff according to statutes and Governing Board policy; plan and coordinate orientation and in-service education for professional development of program faculty and staff.
Prepare faculty teaching assignments and schedules; assign certificated and classified staff to work areas hours and duties; orient and assist new personnel as needed.
Prepare budgets and submit through appropriate channels for approval; monitor and control assigned program-operating budgets; initiate special fund requests; determine need and priority for capital equipment and materials.
Administer and implement district and college rules regulations policies and procedures; assist in implementing contract provisions negotiated by the Governing Board and recognized bargaining units representing employees.
Serve as a member of district site or other committees and task forces.
Participate in public information activities to promote and publicize total instructional and student services programs; respond to inquiries regarding curriculum or course offerings and services provided.
Prepare catalog material class schedules and other program information as required; recommend and implement new programs to enhance the college mission and enrollment.
Assure responsiveness of assigned special programs and student services functions to the overall needs of the campus students faculty and administrators.
Participate in the search screen and selection process for contract employees.
Prepare reports and make presentations.
Coordinate and facilitate the resolution of student instructor and staff conflicts and problems.
Perform related duties as assigned regarding assigned programs as necessary; coordinate programs with business industry community organizations and other educational institutions.
SPECIAL SKILLS AND REQUIREMENTS:
In-depth knowledge of the Education Code Title 5 and other administrative regulations and the ability to apply these regulations.
Sensitivity to all facets of the community including the needs of various groups which comprise it.
Ability to successfully delegate ensure adherence to College and District policies practices and procedures hold others responsible yet instill confidence among the faculty and staff.
Ability to exercise academic leadership to advance the Colleges mission.
Facilitate communication and understanding of perspectives among faculty staff and students within the framework of a multi-college district.
Commitment to the community college concept including the open door philosophy and a diverse curriculum for a heterogeneous student population.
Ability to participate in the Community College planning process while participating in the achievement of the goals and priorities of the District as a whole.
Ability to work cooperatively and responsively with all segments of the College District and community at large.
Facilitate communication and understanding among faculty staff students the community within the framework of a multi-college district.
Dedication to keeping students informed while seeking their opinions and providing a range of student services.

EDUCATION AND EXPERIENCE:
Any combination equivalent to: Masters degree from an accredited institution plus five years of achievement in management supervision or leadership programs departments or divisions within an institution of higher education with emphasis in one or more of the areas to which the Dean position is assigned.
NECESSARY QUALIFICATIONS:
1. Ability to advance the Colleges vision mission and values in the English Social and Behavioral Sciences programs and services and within the institution.
2. Demonstrated commitment to and support of diversity equity inclusion anti-racism and accessibility in a comprehensive student-centered environment that facilitates student learning and success.
3. Demonstrated sensitivity to and an understanding of students from diverse academic socioeconomic cultural racial and ethnic backgrounds; students who are differently abled and students who identify as part of the LGBTQIA community.
4. Ability to advance the Colleges strategic goals related to access success retention eliminating equity gaps and increasing equity in hiring in the English Social and Behavioral Sciences programs and within the institution.
5. Provides the administration direction planning and coordination of instructional disciplines and departments in accordance with legal requirements district policies and effective instructional principles and practices.
6. Ability to establish overall goals objectives and plans; prepare reports and presentations; initiate and participate in overall program review and planning including learning outcome development and assessment communicate statutes district and college policies and philosophies to English Social and Behavioral Sciences staff.
7. Ability to support English Social and Behavioral Sciences faculty in curriculum planning and development; evaluate and recommend instructional materials equipment and facilities.
8. Ability to direct the recruitment selection assignment supervision and evaluation of instructional personnel and classified staff. Provides leadership with orientations and in-service education for the professional development of program faculty and staff.
9. Demonstrated ability developing course schedules to meet strategic enrollment planning principles and goals.
10. Experience coordinating program review and planning curriculum development and outcomes assessment.
11. Ability to plan recommend and implement multiple budgets for assigned areas; upon expenditure variations take necessary actions to assure compliance with budget limitations and established fiscal policies.
12. Demonstrated experience participating in college and district governance through councils committees workgroups and taskforces.
13. Ability to facilitate communication and understanding of perspectives among faculty staff students and the community within the framework of a multi-college district as well as the resolution of student instructor and staff conflicts.
14. Ability to consistently perform duties with concern courtesy and respect for others; employ a team approach through collaboration and empowerment of staff; exhibit creativity and flexibility in a time of continuing change; and to seek solutions using effective problem-solving techniques.
15. Demonstrates effective oral written and interpersonal communication skills.
16. Experience writing successful grant applications and experience with resource management.
OTHER QUALIFICATIONS:
Ability to interpret articulate and implement pertinent state and federal laws and regulations concerning community colleges including Education Code Title 5 and other administrative regulations.
Ability to advocate for and implement instructional support services and programs including dual enrollment and learning communities (such as Umoja and Puente) that promote student success and completion of their educational goals.
Ability to successfully delegate ensure adherence to College and District policies practices and procedures and hold others responsible while instilling confidence among the faculty and staff.
Ability and curiosity to navigate current technology including student-facing systems management information systems workflow technologies and college-wide systems to communicate and work effectively such as Adobe and Microsoft Office.
