Statement of Duties:

  1. Organizes evening school programs to meet specific needs for continuing education or diploma earning programs during the evening school year with staff and faculty.
  2. Secures qualified teachers for instructional programs.
  3. Makes appropriate substitute teacher arrangement.
  4. Maintains enrollment and attendance reports.
  5. Visits classrooms for administrative and supervisory purposes.
  6. Prepares evening school schedule and assumes responsibility for registration and placement of pupils.
  7. Requisitions classroom equipment supplies textbooks or other pertinent materials as needed.
  8. Prepares and publicizes information relative to evening school.
  9. Prepares and administers the evening school pupils and maintains appropriate records.
  10. Reports progress and achievement of evening school pupils and maintains appropriated records.
  11. Coordinates credit earning process with the High School Headmaster.
  12. Recommends diploma candidates to High School Headmaster for approval.
  13. Responsible for preparing reports and evaluation of Program.

DIRECTOR

Frederick Abisi Adult Basic Education Program

General Summary:

The Director of Abisi Adult Education Center is responsible for the overall coordination administration and educational leadership of the adult education program. The program serves 1500 students per year. The Director oversees the hiring onboarding and supervision of all ABE staff and provides job descriptions policy manuals mission statement and appropriate DESE documents to all staff. The Director assures that curriculum development is aligned with the ABE/ESOL Career and College Readiness Standards for Adult Education (CCRSAE) and MA English Language Proficiency Standards (ELPS) implements the DESE Assessment policies and regularly reviews GEMS and LACES data and performance data. The Director oversees intake and recruitment procedures follow-up program planning grant writing budgeting and payrolls overall program design and engages in community partnerships. The Director participates in all required trainings of the Massachusetts Department of Elementary and Secondary Education Adult and Community Learning Services (ACLS) and System for ABE Support (SABES).

REQUIREMENTS:

  • Masters degree in Adult Basic Education (ABE) School Administration and Supervision or Educational Leadership preferred.
  • Licensure valid for service as Principal/ Assistant Principal or Supervisor/Director in the Commonwealth of Massachusetts or eligibility to obtain license.
  • A minimum of five years administrative or teaching experience in Adult Basic Education.
  • Proven understanding and experience in adult basic education programming with specific knowledge of curriculum needed to educate adult learners seeking skill improvement and/or a high school credential and second language learners in need of English instruction.
  • Willingness to allow for flexibility in work schedule to cover day evening and satellite classes.
  • Excellent computer organizational interpersonal and written and oral communication skills.
  • Demonstrated project management and supervisory skills.
  • Proven leadership ability.
  • Strong analytical planning financial and technology skills.
  • Ability to manage and motivate employees and delegate work accordingly.

Responsibilities/Duties:

  • Coordinates facilitates and supervises more than 75 full and part-time administrative and teaching staff at ABE sites throughout Lowell to include organizing prioritizing and scheduling work assignments.
  • Facilitates effective program development activities in accordance with the needs of the adult learners and DESE standards by: leading the process to set program goals and program improvement goals; utilizing data to inform program planning and program goals; and supervising community partnership planning activities.
  • Collaboratively designs a staff development program in accordance with program needs; integrates program and staff development by working closely with the entire staff of Abisi Adult Education as well as others in the Lowell Public Schools.
  • Conducts pre-service and in-service training for staff.
  • Manages multiple grant budgets payroll coordination and reporting procurement and fiscal documentation and ensures that all expenditures are allowable and auditable with grant policy; establishes and maintains an effective fiscal record-keeping system in accordance with City of Lowell and Massachusetts DESE and ACLS rules and regulations.
  • Ensures that the ABE program is in compliance with the Americans with Disability Act.
  • Oversees curriculum development ensuring: that it is aligned with the DESE/ABE Career and College Readiness Standards for Adult Education and MA ELPS; that instructional processes and strategies are based on Evidence Based Reading Instruction and research in adult learning and development; and that student goal-setting and the assessment of student learning are part of the curricula design.
  • Oversees student outreach intake testing orientation recruitment and retention policies
  • Participates in District initiatives community partnerships and multiple boards and advisory groups.
  • Maintains critical partnerships with MassHire and WIOA partners to ensure students have opportunities for training and employment that will lead to family-sustaining wages.
  • Maintains partnership with MCC and particularly with their Transitions to College program Links
  • Promotes clear procedures for collecting documenting analyzing and reporting data to DESE and the City of Lowell. Utilizes collected data for program improvement and accountability. Establishes and maintains an effective record-keeping system for program data.
  • Works with staff to develop systems and protocols for evaluating the program and making changes to improve program when necessary.
  • Fosters an environment that recognizes students and staff of varying racial ethnic and cultural backgrounds and beliefs and is respectful of individual differences.
