Job Description: HR & Admin Manager
1. Job Purpose
The HR & Admin Manager is responsible for overseeing the full spectrum of Human Resources and Administrative functions. This role focuses on building a solid structural foundation for the company through the development of SOPs ensuring legal compliance managing talent acquisition and fostering a high-performance culture through employee engagement and reward programs.
2. Key Responsibilities
A. Strategic HR & System Building
- SOP Development: Design and implement Standard Operating Procedures (SOPs) for recruitment onboarding and offboarding processes.
- Job Architecture: Define and update Job Descriptions (JDs) for all positions to ensure clarity of roles and responsibilities.
- Policy Formulation: Draft and implement internal policies including Leave & Attendance Employee Code of Conduct and Internal Rules.
- Contract Management: Standardize and manage Employment Contracts to ensure 100% compliance with Cambodian Labor Law.
B. Talent Acquisition & Development
- Recruitment Management: Lead the end-to-end recruitment process to fill vacancies timely with high-quality talent.
- Onboarding & Orientation: Develop checklists and conduct orientation for new hires to ensure smooth integration into the company.
- Training & Education: Organize and facilitate training sessions (e.g. Leave Policy training) to ensure all staff are aware of company regulations and benefits.
C. Compensation & Benefits (C&B)
- Salary Administration: Manage the annual salary increment process and maintain a competitive salary structure.
- Payroll & Attendance: Oversee the attendance tracking system and prepare accurate data for monthly payroll processing.
- Reward & Recognition: Design and launch Reward Programs to motivate high performers and increase employee retention.
D. Administration & Compliance
- Labor Compliance: Manage the registration of staff and ensure all HR practices align with Ministry of Labour requirements.
- Office Management: Oversee daily administrative operations and maintain an organized filing system (both physical and digital).
- Reporting: Provide regular progress reports to the CEO regarding HR metrics departmental budget and project status.
3. Job Requirements
- Education: Bachelors Degree in Human Resources Management Law Business Administration or a related field.
- Experience: At least 35 years of experience in HR & Admin management.
- Technical Skills: Deep understanding of Cambodian Labor Law and experience in building HR systems from scratch.
- Soft Skills: Strong problem-solving abilities high integrity and excellent communication skills.
- Language: Proficiency in English and Khmer (written and spoken).
4. Key Performance Indicators (KPIs)
- Completion Rate: Percentage of SOPs and JDs finalized and approved.
- Time-to-Hire: Efficiency in filling critical vacancies.
- Compliance: Zero legal disputes or penalties from the Ministry of Labour.
