SUMMARY
Contracting and Procurement Department is seeking a Senior Procurement Officer. This supervisory position reports to the Construction & Facilities Procurement Manager as part of the Construction Team responsible for performing all aspects of formal and informal procurement and contracting activities related to construction construction-related services and architectural and engineering services for the City of Charlotte. This position provides senior-level procurement and contracting expertise and consultation in support of all procurement needs and requirements.
Major Duties and Responsibilities:
Supervisory duties for all construction and/or construction-related services and architectural and engineering service activities.
Maintain a working portfolio in addition to assigning work to Procurement Officers and Agents and providing support and training to meet established performance measures.
Prepares procurement solicitation documents including competitive bid manuals.
Prepare contracts amendments and change orders as needed.
Prepare recommendations of award for informal and formal projects including conducting quality control reviews of all documents.
Provides strategic consultation to facilitate procurement and contracting decisions as well as project planning services requirements technical specifications and scope development for all related projects.
Performs all procurement efforts utilizing statutory guidelines policies procedures and best business practices.
Develop solicitation documents and facilitate informal and formal solicitation processes as required for Invitation to Bid (ITB) and Request for Qualification (RFQ).
Lead the procurement process for alternative delivery methods including Construction Manager at Risk (CMAR) Progressive Design-Build (PDB) and Developer Reimbursement projects.
Collaborate with internal departments to develop review and issue RFQ/RFP documents aligned with project requirements and organizational standards.
Manage pre-award activities including contractor evaluations shortlist recommendations interviews and final selection processes for the Construction Manager at Risk (CMAR) and Progressive Design-Build (PDB) projects.
Negotiate and finalize preconstruction agreements Guaranteed Maximum Price (GMP) contracts and all associated amendments and change orders.
Develop and negotiate all contractual documents as may be required.
Identifies potential risks and solutions for risk mitigation in collaboration with City Legal Risk Management Internal Audit and stakeholders.
Serving as the subject matter expert to support the team and department with Workday navigation and issue resolution.
Develop and maintain professional relationships with Project Managers Division Heads Deputies Directors the City Attorneys Office and others as needed in order to effectively collaborate and deliver the ideal project.
Represents the City in dispute resolutions and works to ensure a strong contractually guided professional business relationship with all vendors contractors service providers subcontractors and consultants.
Performs secondary contract administration monitoring and reporting as required.
Interfaces with the Citys Charlotte Business INClusion Program to ensure participation and inclusion of small businesses in contracting opportunities while also supporting the program where appropriate in outreach and networking activities.

Requires in-depth knowledge and hands-on experience with the solicitation and procurement of construction including alternative delivery methods (e.g. Construction Manager at Risk Progressive Design-Build) and AES including contract drafting negotiation execution and management.
Requires working knowledge of local state federal and cooperative procurement exemption and contracting methodologies.
Knowledge of best practices for construction procurements.
Preferred Qualifications:
Bachelors Degree and three to five years of related experience
Previous construction contracting/purchasing experience with a government entity are highly desired.
Professional certification(s) (i.e. C.C.M. CLGPO C.P.M CPPO CPPB and Associate DBIA) is strongly desired
Minimum Qualifications:
Associates Degree with seven years of related experience or High School Diploma or equivalent and nine years of related experience or an equivalent combination of education and relevant experience that provides the necessary knowledge skills and abilities to successfully perform the essential job duties.
CONDITIONS OF EMPLOYMENT

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
