The Policy Manager will oversee three main areas of SSA: policy practice and policytraining. The Policy Manager will manage policy development disseminationimplementation and will equip staff at SSA and local jurisdictions who administer childwelfare and adult services programs to be consistent with applicable laws andregulations SSA mission and vision.
POSITION DUTIES
- Develops initiates reviews and assesses current policies to ensure that SSAs mission is fulfilled by providing appropriate management to internal partners in the area of Adult Services Child Welfare and Operations.
- Interprets and develops standards procedures and policies in accordance with local State and federal regulations.
- Reviews new written policy for content interpretation of law implementation and standard formatting.
- Enforces regulatory compliance as well as evaluating efficiency effectiveness and quality of services.
- Keeps abreast of federal and State legislative initiatives and changes in service programs and communicates these to administration and staff and revises or develops new policy and regulations in response to new legislative changes.
- Reviews and writes Human Services bills Performs and manages complex and sensitive professional planning projects research and analysis.
- Monitors and ensures compliance with local state and federal laws.
- Oversees specialized planning functions such as large-scale new policy development proposals.
- Provides overall management of division-related policy issues.
- Provides consultation and technical assistance in regard to policy to internal staff.
- Provides one to one or unit level support to SSA program staff to manage all steps required to release and implement policies.
- Leads SSA staff to develop tracking systems to measure requirements from policies and regulations.
MINIMUM QUALIFICATIONS
Education: A Bachelors degree from an accreditedcollege or university.
Experience: Six (6) years of experience in administrativestaff or professional work. Two (2) years of this experience must have involvedpolicy development legislative analysis or regulatory oversight within aHuman Services Social Work or Government Social Services setting.
Note: A Masters degree from an accredited college oruniversity may substitute for one year of the required general experience may substitute on a year-for-year basis for the requirededucation.
DESIRED OR PREFERRED QUALIFICATIONS
- Three years of professional experience working directly with Child Welfare or Adult Services programs with a working knowledge of Title IV-E regulations.
- Three years of professional experience leading large-scale planning projects or workgroups involving multiple internal and external stakeholders (e.g. LDSS Directors Attorney Generals Office Office of Government Affairs).
- A Masters degree in Social Work (MSW) Public Administration Public Policy or a related field.
