BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
With growing humanitarian needs far outpacing increases in funding better planning and strong risk
management and compliance are critical elements to improve WFPs efficiency and ability to operate in
an environment with frequent supply chain disruptions.
The Supply Chain & Delivery (SCD) Compliance and Oversight unit in headquarters (HQ) is an
independent objective assurance provider designed to add value and strengthen SCD operations. Under
the direct supervision of a more senior officer in the unit the SCD Compliance & Oversight Officer is
responsible for evaluating and improving the effectiveness of risk management operating procedures
and controls within the division.
The SCD Compliance & Oversight Consultant is based in HQ and is part of the endeavor of the division
to ensure that our work is performed in compliance with the relevant normative guidance that risks are
mitigated and internal controls are always effective. He/She will provide advice and specialized support
in the establishment of compliance assessment monitoring and management activities application of
controls and compliance with policies and procedures; and contribute to the overall effectiveness of
operations and optimization of WFP resources.
The position will be responsible for providing oversight guidance and support to the divisions various
services on audit planning and reviews risk register updates and the business continuity planning
project in HQ. They will track among others the implementation of audit recommendations and update
management on the best way forward to ensure the timely closure of audit observations working closely
the Risk and Compliance team leads Chiefs and other cross-departmental teams.
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Internal and external Audit evaluation and other oversight and advisory bodies coordination
and monitoring overseeing and monitoring the audit reviews including managing document
requests schedules and recommendations reviewing reports circulating final findings
updating databases and tracking the recommendations closure of open actions providing
regular status reports and ensuring timely follow-ups on outstanding audit items.
2. Coordinate and develop risk workshops and risk registers in coordination with the key risk and
assurance stakeholders and draft review finalize and submit final risk register and related
products for the SCD Division monitoring updating and refreshing the risk documentation
regularly and as needed.
3. Management and coordination of advisory and corporate bodies and the implementation of
corporate projects exercises and initiatives on assurance risk management compliance
oversight and internal control.
4. Administration coordination and management of the Annual Performance Planning Corporate
Results Framework Key Performance Indicators Annual Performance Review and related
exercises for the SCD division integrating financial and risk insights into supply chain strategies
driving cross-functional coordination and performing quarterly monitoring and reporting.
5. Compliance Support: Contribute to corporate initiatives and corporate compliance desk reviews
risk management inter-divisional working groups and provide experts view on various business
processes corporate policies frameworks and directives as required.
6. Contribute to and document discussions with functional experts on identifying trends and
emerging risks and issues; monitoring exercises; preparation of guidance material and checklists
in conformity with WFP policies and rules on control assessments and linking this to risk and
oversight.
7. Participate and/or facilitate regular risk assessments to identify and assess risks; contribute to the
development and design of mitigation actions; assess effectiveness of the internal controls; and
prepare risk information for management to share with internal and external stakeholders.
8. Prepare comprehensive reports summarizing the status of compliance of internal controls open
audit observations etc. using available information (e.g. risk indicators incidents) to highlight
areas of concern and to formulate sound recommendations on required actions to reduce
vulnerability.
9. Participate in oversight and/or support missions from the risk management compliance and/or
assurance angles when required.
10. Collaborate on tasks related to CO delegation of authority request when required.
11. Provide professional advice on normative framework & compliance issues within the line of
expertise as required and benchmarking of SCD risks processes (v sister UN agencies others)
The Supply Chain and Delivery Compliance & Oversight position is typically a Level I Consultancy but
may be at Level II in case higher levels of responsibility and accountability are requested by the client for
example the management of complex projects.
DELIVERABLES AT THE END OF THE CONTRACT:
Audit recommendations implemented/under implementation versus outstanding
ones.
Timely submission of comprehensively crafted corporate documents (risk register
annual compliance / assurance / oversight plans etc).
Prepare the ED Annual Assurance Exercise for SCD: consolidate review analyze
and complete final report for submission to SCD Director for divisional approval
(including relevant elements of assurance plans and measures to COs and the roll out
of the benchmarks).
Enhanced audit oversight and risk management processes with a best practice
repository in place and in use.
Updated and/or new risk and compliance policies guidelines manuals available for
reference by divisional teams.
QUALIFICATIONS & EXPERIENCE REQUIRED
Education: Advanced University degree and Certificate in supply chain
management or compliance procurement risk management and/or
operations management or First University degree with additional
years of related work experience and/or training/courses.
Experience: 5 to 7 years of relevant professional experience in audit SCD compliance
and risk management including coordination with internal and external
stakeholders.
Strong understanding of the SCD compliance oversight and risk
management frameworks as per the above accountabilities.
Strong understanding of the SCD assurance benchmarks activities and
compliance and oversight requests.
Strong understanding of the management accountability framework
requirements for SCD.
Knowledge &
Skills:
Ability to contribute to establishing and implementing a vision and
strategic direction including the willingness to meet set strategic
directions.
Broad or specialized knowledge of compliance in government and private
sector best practices and processes.
A hands-on forward thinker with a flexible mindset and ability to work in
a fast-moving environment.
Experience working in a compliance role designing and implementing
compliance activities and processes.
Ability to clearly identify communicate and present operational risks to
senior management peer group and staff.
Knowledge of or the ability to quickly assimilate specific processes and
systems.
Strong verbal and written communication skills required to present in and
facilitate discussions.
Ability to establish and maintain effective relationships with stakeholders
and provide consistent client-oriented service.
Ability to identify clients needs and match them to appropriate solutions
and strategic direction.
Languages: Fluency in English and knowledge of another UN language (e.g. Spanish
French Arabic) is desirable.
