Position Overview

The client is seeking an experienced Senior Business Analyst (Business Analyst 3) to support multiple high-impact initiatives aligned with improving outcomes. This role focuses on major system enhancements and application modernization efforts.

The Business Analyst will serve as a key liaison between business stakeholders and technical teams ensuring that business needs are accurately translated into functional and technical requirements throughout the Software Development Life Cycle (SDLC).

This is a senior-level role requiring strong analytical communication and documentation skills along with the ability to manage requirements across the full lifecycle-from elicitation to post-implementation validation.

Key Responsibilities

1. Requirements Elicitation & Analysis

• Gather and analyze business needs processes and system capabilities
• Conduct stakeholder interviews workshops (JAD) and surveys
• Perform workflow and gap analysis to identify improvement opportunities

2. Requirements Documentation & Visualization

• Develop clear and concise:
  • Business Requirements Documents (BRDs)
  • Functional Requirements
  • User Stories & Use Cases
• Create wireframes mockups and process flows aligned with UX best practices

3. SDLC Participation & Tools Usage

• Actively participate in all SDLC phases
• Utilize tools such as Jira and Modern Requirements for:
  • Requirement tracking
  • Change management
  • Status reporting

4. Work Management & Coordination

• Manage requirement traceability and change control processes
• Coordinate User Acceptance Testing (UAT)
• Ensure timely delivery of project milestones

5. AI & Automation Initiatives

• Contribute to AI and automation use case intake and prioritization
• Support development of governance frameworks and readiness assessments
• Document risk assessments (privacy security compliance)
• Build backlog of AI/automation opportunities
• Produce knowledge transfer documentation

Required Qualifications

• 8 years of experience in:
  • Requirements elicitation and documentation
  • Software Development Life Cycle (SDLC)
  • Business process re-engineering
  • User stories and use case development
  • Wireframing and UX-aligned design
• 5 years of experience in:
  • Stakeholder communication and facilitation
  • Technical writing and documentation
• 1 year of experience in:
  • AI & Automation concepts and feasibility analysis

• Experience with Atlassian Jira (3 years)
• Experience with Modern Requirements (3 years)
• Prior experience with education/state agencies (2 years)
• Knowledge of K-12 instructional materials or procurement processes
• Experience with Microsoft Power Automate
