Job Context:

Hindalco Industries Limited (Aditya Birla Group) is putting up a 359 KTPA Aluminum Smelter & 900 MW Power Plant at Singrauli Madhya Pradesh (India) at an estimated cost of . 10000 Crore. The Aluminium to the plant will be sourced from Utkal Alumina; Rayagada & Coal for power plant will be sourced from Mahan Coal Company Singrauli (A joint venture of Essar & Hindalco (60:40). As a consequence of setting up the project a total number of 4 villages i.e. Gidher Baraniya Dhuadar & Orgari in the project impact area are being affected apart from another 26 villages who also lie within a radius of 10 KM would be marginally affected. It is estimated that1628 Families of the above four villages would have to shift out of their present abodes The expectations were high on both front IR & HR (to mitigate the risk from local and make the site working to provide conducive environment to outside labor force and employees) so that productivity is not lost. The challenges gave me an exposure which was all together new and helped me in facilitating R & R Process.

Setting up a new plant requires various statutory registration/licenses permissions/clearance administered by separate Central/State regulatory authorities which needs substantial compliance and liaison in its history has never undertaken project of such a large magnitude hence its sheer size imposes challenges in terms of large work force during constriction period.





Job Challenges:

(a) Conceptualizing formulate ensure implementation of the Rehabilitation & Resettlement scheme for 1628 no. Project affected families into entirely new environment with productive engagement of all the working population of PAPs so that the plant is started at the earliest & completed within time limlt.

(b) Management of Contract labour numbering 15000 representing the various states of the country cross-section of the society & ensuring the harmonious & cordial industrial relations which is essential to complete the project within stipulated time.

(c) To conceptualize nurture develop and maintain all the external administrative and regulatory agencies including the politician the bureaucrats NGOs and various pressure groups of the society.

(d) Meeting the expectations of House outs tees/land outs tees & surroundings communities pertaining to the employment are met.

(e) To ensure that all the contractors meet their statuary obligations under various applicable laws and manage their large work force in an effective and control manner.

(f) To ensure peaceful and harmonious relationship with all employees to enable unit meet its uninterrupted operation plans.

(g) To ensure that all the statutory registrations/license/consent/permission for seating up the plant are in place within schedule.

(h) To facilate PAP reengagement/rationalization/redeployment under various contractor/co-operative societies.

(i) To ensure the welfare amenities are extended to all company staffs and contract workers as per company policy and labour statutes

KRA1REHABILITATION & RESETTLEMENT

To ensure the Rehabilitation & Resettlement of 1628 nos project affected families into new set up R & R colony so that construction work of the project is started at the earliest.
To ensure procurement of land for R & R colony through mutual discussions negotiations.

To interact with the villagers on frequent basis & develop trust among them to understand their realistic requirement.

To ensure that all the infrastructure facilities are available to the PDFs in the R&R colony before their shifting.

To ensure that R&R package is similar to other industries being set up in the vicinity & within our sanctioned budget.

To develop a cordial & harmonious relationship with the District Administration so that their cooperation is ensured in smooth implementation of R & R Policy
KRA2CONTRACT LABOUR MANAGEMENT

To ensure that all the contractors meet their statutory obligations meet their statutory obligations under various applicable laws & manage their large workforce in an effective & controlled manner so that proper discipline is maintained at site without creating any law & order problem
To ensure issuance to Form V to all the contractors.

To ensure that all the contractors/sub contractor possess valid labor license & workmen compensation insurance policy.

To ensure that all the contract workmen have been issued proper gate pass.

To ensure the timely disbursement of wages to the contract labor.

To ensure the compliance to applicable labour laws by the contractors

To ensure the compliance of work discipline law & order at the construction site all the time.

To interact with the contractors for effective relationship building.

To visit and interact whit Senior Government. Authorities for maintaining cordial relations
KRA3INDUSTRIAL RELATIONS

To nurture develop and maintain all the external administrative and regulatory agencies including the politician the bureaucrats NGOs and various pressure groups of the society.

Union management Disciplinary action Service condition as per standing order act
Ensure peaceful and harmonious Industrial Relations/Employee Relations by effectively managing the workforce Union Management Relations external agencies & disciplinary proceedings and to facilitate uninterrupted plant operations productivity and discipline.

Oversee Land & Legal Matters Liaison with Central & State Authorities Judiciary Revenue & administration. Develop & maintain congenial relation with Press & Media.

To publish conduct various articles and social awareness programmes in media that leverage good will of the company in society.

To ensure regular contact with respective Govt offices.

To ensure no union information during the project work is going on.

To ensure implementation of all the policy/ condition of service to workers working on roll of the company.

To develop harmonious relation inside and outside the plant.

To introduce effective grievance redressal system.

To ensure fulfillment of their genuine expectations from the company.

To ensure that the respective authorities are always favorably disposed off towards organization
KRA4STATUTORY COMPLIANCE

To ensure that all the statutory registrations /license/consent/permission for setting up the plant are in place.

COMPLITION OF INTERNAL AND EXTERNAL BOUNDRY WALL
To ensure that timely action for getting licenses /registration/permission /consent is initiated.

To arrange timely and smooth site inspection by the statutory authorities wherever it is required.

To ensure interact action with regulatory Authorities on regular intervals for ensuring their co- operation

To ensure compliance of conditions attached with licenses / registrations etc

To ensure creation & adoption of a strategic plan to give employment to PAPs

To institute a process for identification & development of potential employees from within the PAPs

To ensure oversee the overall training & development needs of PAPs for making them Employable.

To ensure that employment opportunities are extended to all employable PAPs.

To ensure that special training programs based on the requirement of the organization are designed.

KRA5Welfare Activities

Plan administer and ensure implementation of schemes/activities for the welfare of employees and their families.
To look after the Administration of canteen office stationary in establishment area.

To ensure welfare facilities in various labour colonies in project area. Like drinking water housekeeping urinals games and sports etc.

To Plan schedule and organize various welfare activities cultural events (26th Jan 15th Aug)

To make plan to introduce library and manoranjnalaya in township area to our employees and their families.

To provide the canteen facilities inside the plant.

To ensure the welfare facilities as per factory Act. To employees working in the plant.

To ensure 24 hours running First aid centre (FAC) at site with good doctor and technicians
