Job Summary

We have an opening for a Group Leader for the Systems and Policy Analysis Group (SPAG) which is part of the Modeling and Analysis of Complex and Resilient Systems (MARCS) Section. You will provide leadership for the research and development of rigorous analytic capabilities to support decisionmakers and policymakers in evaluating potential impacts of decisions and policies on energy and national security infrastructure systems and their intersections. SPAGs cross-cutting analytical capabilities connect expertise and technologies to the Labs programmatic missions on energy security national security and nuclear security enterprise infrastructure. You will provide technical programmatic and administrative leadership for these efforts while maintaining a programmatic assignment.  You will report to the MARCS Section Leader in the Computational Engineering Division (CED) within the Engineering Directorate.

Depending on your assignment this position may offer a hybrid schedule blending in-person and virtual presence. You may have the flexibility to work from home one or more days per week.

This position will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.

In this role you will

  • Provide technical and administrative leadership supervision direction guidance and support to group members to enable the accomplishment of project/program goals and objectives. Recruit hire and develop staff to meet Section Division and programmatic staffing needs through active engagement in hiring career development performance and salary management mentoring and coaching activities.
  • Build and maintain relationships with other systems analysis group leaders within and external to the division; cultivate and advocate for highly rigorous systems analysis capability development and application across the Laboratory.
  • Participate in Division meetings provide leadership through routine group and one on one meetings participate in strategic planning and performance management. Serve as primary point of contact for communications between group members Division and Directorate management.
  • Collaborate with project and program leaders within Laboratory to anticipate and meet technical needs. Develop partnership with groups customer base by maintaining a closer interface with programmatic and project elements.
  • Perform other duties as assigned.

Additional job responsibilities at the SEL.4 level

  • Develop research and development initiatives for external sponsorship and for internally-supported LDRD and Tech Base projects.
  • Develop creative technical strategies that influence decisions and investments made by senior management and external customers. Formulate a long-term plan for capability development that will further the mission of LLNL.

Qualifications :

  • This position requires an active Department of Energy (DOE) Q-level clearance or active Top Secret clearance issued by another U.S. government agency at the time of hire. Masters degree in Engineering Energy Policy and Economics Operations Research Industrial and Systems Engineering Management Science Statistics Applied Mathematics or a related field or the equivalent combination of education and related experience.
  • Advanced experience in one or more subject matter areas related to systems and policy analysis including one or more of the following: life cycle analysis techno-economic analysis cost-benefit analysis economic assessments infrastructure resilience capacity analyses and/or another related field.
  • Experience working with multidisciplinary teams of scientists engineers analysts and project managers to develop and apply capabilities that inform decisions.
  • Advanced written and verbal communication skills specifically the ability to explain and present highly complex ideas as well as to advise employees and all levels of management.
  • Advanced interpersonal and listening skills to effectively collaborate and lead in a team environment as well as to mentor develop and encourage team members.

Additional qualifications at the SEL.4 level 

  • Subject matter expertise in one or more systems and policy analysis areas including one or more of the following: life cycle analysis techno-economic analysis cost-benefit analysis economic assessments risk analysis infrastructure resilience capacity analyses and/or other related field.
  • Demonstrated highly effective leadership of multidisciplinary teams in end-to-end loosely defined systems analysis efforts including framing decision problems developing alternatives executing trade studies and briefing recommendations to sponsors/customers. Significant experience leading technical projects project planning and execution.
  • Expert communication facilitation and collaboration skills necessary to lead and motivate a team advise senior management and to positively represent the Program and the Laboratory.
  • Experience in developing new scientific programs and research proposals for internal and external funding.

Qualifications We Desire

  • PhD in Electrical Engineering Energy Policy and Economics Operations Research Industrial and Systems Engineering Management Science Statistics Applied Mathematics or a related field.
  • In-depth knowledge of one or more program sponsors and familiarity with CED Division personnel and projects.
  • Experience working effectively as part of a management team on behalf of the Division Directorate and Senior Leadership.

Pay Range

$189660 - $288396 Annually

$189660 - $240528 Annually for the SEL.3 level

$227430 - $288396 Annually for the SEL.4 level

This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting; pay will not be below any applicable local minimum wage. An employees position within the salary range will be based on several factors including but not limited to specific competencies relevant education qualifications certifications experience skills seniority geographic location performance and business or organizational needs.
