The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.
The Division of Child and Family Well-Being (CFWB) works to ensure families and children have the critical supports they need to thrive and exercise self-determination. CFWB leverages concrete resources stakeholder relationships and community and family strengths to drive toward greater equity and social justice reduce disparities and disproportionality - including in the child welfare system - and create conditions that foster well-being for families and children across New York City. Our work includes the provision of child care assistance; support for caregivers and child-serving professionals to prevent child injury; and investment in community-based approaches.
The CFWB Fair Hearing Unit represents the agency at child care subsidy related fair hearings held by the New York State Office of Temporary and Disability Assistance (OTDA). The Fair Hearing Unit defends the agency in court when a parent requests a fair hearing about any adverse action that the agency has taken or will take concerning a familys childcare services. The unit ensures that the agency complies once a decision has been made by the OTDA judge
Reporting to the Unit Director the Fair Hearing Court Representative is responsible for the following tasks and responsibilities including but not limited to:
- Attend hearings as a representative of Child and Family Well-Being Child Care Operations
- Organize and presents the evidence packets to the Administrative Law Judge
- Defend the Agencys decision re: case determination co-payment and/or termination notice
- Liaise with Compliance staff to ensure hearing decisions are upheld
- Liaise with Intake staff in respect to schedules evidence packets and materials
- Work with other units (Resource Areas Voucher Payment Voucher Enrollment) to gather necessary documents facilitate enrollments and ensure compliance
- Contact parents/programs/providers to resolve enrollment/eligibility issues and avert hearings if appropriate
- Data enter case information into ACCIS
ADDITONAL INFO:
Section 424-A of the New York Social Services Law requires an authorized agency to inquire whether a candidate for employment with child-caring responsibilities has been the subject of a child abuse and maltreatment report.

Qualifications :
A baccalaureate degree from an accredited college and two years of full-time satisfactory experience in social casework at least one year of which must have been in a supervisory capacity.
