The Opportunity


The Operations Manager is responsible for the overall leadership planning and management of internal and external field operations related to the electrical distribution system. This role ensures the safe reliable and efficient construction operation and maintenance of the electrical infrastructure while supporting system reliability and customer service objectives.


The Manager provides strategic and operational leadership to the Operations Supervisor and internal and external field crews ensuring that all construction maintenance emergency restoration and service work is completed safely efficiently and in compliance with applicable legislation utility standards and corporate policies.


The Manager plays a key leadership role during outage restoration and system emergencies and may perform or support Controlling Authority duties when required.


Responsibilities include but not limited to:


  • Provide leadership and management oversight to the Operations Supervisor and field operations staff responsible for the construction operation maintenance and repair of the electrical distribution system.
  • Ensure operational work is completed safely efficiently and in accordance with corporate and regulatory standards.
  • Oversee workforce planning scheduling and allocation of internal and contracted resources.
  • Implement structured daily and weekly operational work planning processes including tailboard meetings job hazard analysis reviews and coordinated scheduling between engineering and operations teams. Monitor Regulatory Variance accounts for outstanding balances billing anomalies regulatory adjustments and interest implementation in conjunction with the Finance team.
  • Ensure the safe and reliable operation of the Corporations electrical distribution system including overhead and underground infrastructure.
  • Oversee construction maintenance repair and replacement of distribution assets including poles conductors transformers switchgear and related equipment.
  • Monitor system reliability performance and implement operational improvements to enhance service delivery.
  • Provide leadership and coordination during outage events emergencies and severe weather situations.
  • Ensure effective deployment of internal crews contractors and mutual aid resources.
  • Support and participate in Controlling Authority responsibilities when required.
  • Maintain formal emergency restoration procedures and participate in regional mutual aid coordination with other Ontario Local Distribution Companies (LDCs)
  • Promote and maintain a strong safety culture across all operational activities.
  • Ensure compliance with all health and safety legislation and industry standards.
  • Lead operational incident investigations and implement corrective actions.
  • Ensure operational compliance with Utility Work Protection Code (UWPC) Electrical Utility Safety Rules (EUSR) Regulation 22/04 Ontario Electrical Safety Code and internal safety management systems.
  • Oversee operational work planning including daily work assignments preventative maintenance programs and system inspection activities.
  • Coordinate closely with Engineering to support capital projects and system upgrades.
  • Ensure operational documentation switching orders and system records are properly maintained.
  • Oversee operational contractors including line contractors vegetation contractors and equipment service providers.
  • Ensure contractor work meets corporate safety quality and performance standards.
  • Prepare and management of operating and capital budgets related to field operations.
  • Monitor operational expenditures and ensure responsible use of corporate resources.
  • Support resolution of customer concerns related to system reliability outages and construction activities.
  • Represent the Corporation with municipalities contractors and regulatory agencies when required.
  • Provide leadership in recruitment training and development of operations staff.
  • Support workforce development and succession planning.
  • Maintain structured competency development programs for Powerline Technicians and operations staff including operator qualification and ongoing training programs.
  • Provide leadership in recruitment training and development of staff.
  • Ensure operational work is completed safely efficiently and in accordance with corporate and regulatory standards.
  • Provide financial oversight for non-regulated entities.
  • Perform the duties of the position in a safe manner in compliance with the Occupational Health and Safety Act the IHSA Electrical Utility Safety Rule Book the Corporations Health and Safety Policy and Procedures Manual and any other pertinent regulations to promote a healthy and safe workplace for all employees


Qualifications


  • Minimum 10 years of experience in electrical utility operations.
  • Certification as a Powerline Technician or Professional Engineer required.
  • Minimum 5 years of leadership experience in operations supervision or management.
  • Post-secondary diploma or degree in electrical engineering engineering technology or related discipline considered an asset.
  • Extensive knowledge of electrical distribution systems and utility construction practices.
  • Experience working within an Ontario Local Distribution Company (LDC) environment with familiarity with regulatory frameworks and industry benchmarking practices.
  • Valid Ontario Class G Drivers License with an excellent driving record
