Role Overview: Project Controls Scheduler

The primary mission of the Project Controls organization is to support the execution of projects by ensuring project managers project teams and other key stakeholders are provided with detailed project analysis information systems and processes needed to effectively manage project forecasts schedules and other essential project information to execute projects safely on time and on budget.

PRIMARY DUTIES AND RESPONSIBILITIES - SCHEDULERS
Leads baseline schedule creation and approval effort in collaboration with project team
Develops maintains and manages project schedules for assigned major/tactical capital projects in collaboration with Project Team Members
and Contractors.
Maintains project schedules including progress updates. Revises forecasts and evaluates impact of delays.
Communicates status of schedule and key risk areas to members of project management team
Thorough understanding of WBS and corresponding project estimate to help lead schedule planning efforts for projects.
Advanced knowledge of planning side of all different phases (e.g. Permitting Land Survey and Construction) of pipelines and facilities
construction projects identifying order of events
Determine critical paths required to meet overall project completion date modify critical paths based on prevailing conditions and consult with
project team members to develop workarounds to overcome obstacles
Works with Contractors to ensure schedule compliance per Williams project controls requirements
Performs detailed review of contractor schedule submittals including baseline and progress update
PROJECT SCHEDULES
i. Schedules will be built and maintained in Primavera P6 utilizing the latest template and WBS.
1. The schedule template may be added to or reduced to manage the projects scope. However the schedule will contain enough detail that someone unfamiliar with the project could read it and understand the scope and strategy: what is being installed when it is being installed and what the critical path is to completion.
ii. All project schedules will be updated monthly at a minimum to align with the issuance of project reports.
1. After status updates are entered the schedule will be analyzed to determine the impact to the critical path and mitigation plans created if necessary.
iii. Update cycles mainly depend on the current phase of the project. Prior to project construction monthly updates are the minimum requirement. However once a project is under construction weekly updates could be expected.
iv. All project schedules will be baselined at each gate. However the G3 baseline will be assigned as the primary baseline in P6.
v. Baselines should be labeled to identify the corresponding gate.
1. A baseline will be saved after each update cycle and can be assigned as the secondary baseline (up to a maximum of 10 baselines can be assigned).
vi. After each update cycle the analyst will be responsible for producing the overall project schedule and publishing it
vii. Other common / standard schedule reports that should be readily available are:
1. Critical path schedule
2. 2-4 week lookahead
3. Milestone report
4. Schedule variance report
