Job Summary:

The Compensation Analyst is responsible for maintaining and administering the employee compensation program to ensure competitive and equitable pay structures within the City of Greeley. This role involves conducting market research and salary benchmarking evaluating job descriptions preparing compensation reports and assisting in the design and implementation of compensation policies. The Compensation Analyst collaborates with other functions and teams across Human Resources and the City on compensation and position control related tasks and projects. This position reports to the Deputy Director of Human Resources.

Experience Education and Skills:

Minimum Requirements:

  • Bachelors degree in business public administration human resource management or related field.
  • Three to five (3-5) years of experience in compensation total rewards HR systems and data analytics business intelligence or related field.
  • Two (2) years of direct compensation analysis experience.
  • Possession of a valid drivers license.

OR

Any combination of related education experience certifications and licenses that will result in a candidate successfully performing the essential functions of the job.

Preferred:

  • Certified Compensation Professional (CCP) certification.
  • Experience working for a municipality or other public sector organization.
  • Experience working with Oracle HRIS platform.
  • Experience using Payfactors for market pricing and compensation analysis.

Knowledge Skills and Abilities:

  • Strong foundational knowledge of compensation principles and practices with demonstrated experience in pricing jobs and conducting comprehensive market studies.
  • High attention to detail with the ability to manage sensitive and confidential information.
  • Strong communication skills with the ability to present complex data clearly to diverse audiences.
  • Ability to interpret policies regulations and compensation data in a public sector context.
  • Ability to understand interpret and apply the citys personnel rules and regulations city policies FLSA DOL and other applicable laws and regulations as they relate to compensation practices and procedures.
  • Demonstrated knowledge of human resource processes and procedures.
  • Demonstrated knowledge of salary surveys and pay studies.
  • Advanced Microsoft Excel skills and intermediate knowledge of other Microsoft Office software.
  • Ability to work independently exercise sound judgement and manage competing priorities.
  • Ability to collaborate effectively across functions and teams.
  • Ability to network with other compensation and human resources professionals outside of the organization to collaborate and share information and best practices.

Essential Functions:

  • Conducts market pricing and benchmarking using salary surveys and public sector data to evaluate positions and ensure competitive pay practices.
  • Participates in salary surveys as requested by collecting validating and submitting job and pay data; analyzes survey results to support market benchmarking and inform compensation recommendations.
  • Supports the development implementation and maintenance of classification structures pay plans citywide increases and other assigned projects.
  • Analyzes compensation data to identify trends compression issues and pay equity considerations.
  • Partners with HR staff and department leaders to provide recommendations on compensation and position control related actions such as new hire offers promotion requests new position requests title changes reclassifications equity adjustments and more.
  • Maintains and audits compensation and classification data within the HRIS system to ensure accurate and compliant records.
  • Prepares reports analyses and presentations for leadership City Council and other stakeholders as requested.
  • Ensures compliance with all applicable federal state and local laws as well as City policies and municipal regulations. Monitors news and professional organizations for compensation related changes that could affect the City.
  • Participates in classification and compensation studies job evaluations and organizational reviews.
  • Responds to requests for information on compensation and job-related matters.
  • Supports special projects and initiatives.

  • Manual dexterity enough to accurately input retrieve and verify work assignments; employee is regularly required to use hands to finger handle or feel and reach with hands and arms
