Purpose of the Advertisement
This advertisement invites applications fortraining leading to potential admission to the Norwegian Red Cross Emergency Response (ER) roster.
It doesnotrelate to a permanent or specific position within the Norwegian Red Cross.
NoRCmaintains a roster of trained and experienced specialist delegates who can be deployed at short notice to international emergencies including natural disasters armed conflicts health emergencies and climate-related crises.
Most delegates are usually employed elsewhere and are expected to have approval from theiremployersto takeunpaid leaveduring deployment. While on mission delegates arecontracted by the Norwegian Red Cross and receive salary in addition to applicable allowances.
Typical deployment duration isa minimum of six to eight (68) weeks withemergencyoperations often lasting four months or longer.

Health ERUs are deployed in coordination with theIFRC and/or ICRCto support national health systems where local capacity is damaged overwhelmed or inaccessible.

All deployments adhere to international standards includingtheInternational Federation of the Red Cross Red Channel and WHO emergency medical teams type1and type 2.

Working Conditions

Delegates must be prepared for demanding and unpredictable environments which may include:

Very basic living conditions often in tents
Long working hours under high pressure
Limited resources and infrastructure
Movement restrictions due to security conditions
Rapidly changing contexts with limited information for decision-making

Duties and responsibilities


Key Responsibilities:

The Emergency Room Doctor will be responsible for:

  • Organises and manages the hospital emergency room/unit
  • Ensures triage of patients in order for patient to receive appropriate care in due time
  • Provides and ensures that the best patient care is given through emergency case management protocol implementation and ensuring compliance with medical ethics
  • Coordinates the patients follow-up with the required specialists

Multiskilled delegates who can adapt to evolving operational needs are essential in emergency health responses.

Qualifications

Required

  • Medical degree (MD or equivalent) from a recognized university.
  • Must hold a valid license to practice medicine in the country of residence.
  • Currently working in a clinical setting.
  • Strong computer literacy.
  • Valid driving license (Category B manual transmission).
  • Certificate of good conduct (criminal record) from the country of residence.

Desirable

  • At least one year of international humanitarian or emergency medical experience.

Language Requirements

  • English: C1 level or higher (written and spoken) mandatory
  • French Arabic Spanish or Russian: B2 level or higher strong asset

Health Requirements

  • Candidates must be in good physical and mental health
  • A pre-deployment medical examination is mandatory.

Availability Requirement

  • All prospective delegates must be available for at least one deployment per calendar be aware that the use of this capacity depends on operational needs in the field.
  • During deployment delegates may be seconded to the IFRC ICRC or other Red Cross and Red Crescent Movement partners to support emergency response operations in crisis settings including epidemics armed conflicts and natural or climate-related disasters.
  • Candidates are responsible for planning work commitments accordingly and must obtain any necessary approvals from their current employers prior to applying.

EligibilityRequirement

This advertisement is open to Norwegian and international candidates who are residents of the EU/EEA or the UK and who are eligible to work in Norway.

Successfulcandidates:
Remain affiliated with their home country including continued participation in their national social security and pension schemes in line with applicable regulations.
Must be eligible for deployment to international humanitarian operations.
Will work under a temporary mission-based contract with the Norwegian Red Cross during deployments.

Training and Roster Inclusion

To be included in the NoRC Emergency Response Rosterselected candidates must successfully complete the following:

2. Mandatory Online Training
24 hours of compulsory online training

3. International Mobilization and PreparationIMPACT TrainingMandatory (1 week) Dates: 20-26 September 2026.
IMPACT is a vital platform for enhancing knowledge of the humanitarian landscape exploring specific approaches and tools within the Red Cross and Red Crescent Movement and deepening our understanding of the fundamental principles. The course includes presentations working group sessions simulation exercises and mandatory online learning all aimed at simulating real-world humanitarian scenarios and fostering collaboration within the Movement.
Location: nearby Oslo Norway.

4. Hospital Training Mandatory (1 week) Dates: 1117 October 2026
Scenariobased simulation of an Emergency Hospital (WHO EMT Type 2)
Includes a pass/nonpass evaluation conducted by experienced humanitarian professionals.

Location: Nairobi Kenya

Participation is limited; candidates not allocated a place this year will be offered an alternative opportunity

5. ProfileSpecific Training
Additional training may be required depending on the profile.
Please note that training participation is unpaid. The Norwegian Red Cross will however cover all necessary trainingrelated expenses including travel accommodation and meals.

Deployments and Roster Status
Once all required training and onboarding processes have been successfully completed candidates become eligible for deployment based on operational needs. While inclusion in the ER roster does not guarantee immediate deployment it ensures eligibility for consideration as opportunities arise.

The timing of a first deployment may vary and can take up to one to two years following completion of all processes depending on humanitarian needs individual readiness and overall roster availability.
