Our client in the human resources industry is seeking an experienced Human Resources Manager to lead and manage all HR functions within a dynamic labour-intensive environment. This role is critical in ensuring effective workforce planning employee relations compliance and performance management across a large and often seasonal workforce. The ideal candidate will have strong experience managing high-volume recruitment and seasonal labour cycles.
Key Responsibilities
Workforce Planning & Recruitment
Lead recruitment for permanent contract and seasonal employees
Develop and implement workforce plans aligned with operational cycles (e.g. planting and harvesting)
Manage bulk hiring processes including sourcing interviewing onboarding and induction
Maintain a consistent labour pipeline to meet fluctuating workforce demands
Collaborate with operational managers on staffing requirements across departments
Employee Relations & Industrial Relations
Manage employee relations matters including grievances disciplinary processes and conflict resolution
Ensure consistent application of company policies and labour legislation
Liaise with labour offices unions (where applicable) and regulatory authorities
Promote a positive productive and compliant workplace culture
HR Administration & Compliance
Ensure full compliance with labour laws and statutory requirements
Maintain accurate employee records contracts and HR documentation
Oversee payroll input preparation in coordination with the finance team
Support statutory submissions (e.g. PAYE NAPSA NHIMA)
Ensure adherence to health safety and employment regulations
Performance Management & Development
Implement performance management systems for both permanent and seasonal staff
Support managers in setting KPIs and performance expectations
Identify training needs and coordinate employee development initiatives
Support leadership development for supervisors and team leaders
Payroll & Compensation Support
Oversee payroll preparation and verify inputs
Ensure accurate tracking of attendance overtime and seasonal labour payments
Monitor wage structures for competitiveness and compliance
Support implementation of incentive and productivity-based compensation systems
Employee Welfare & Engagement
Manage employee welfare initiatives particularly for seasonal workers
Oversee onboarding and offboarding processes including exit interviews
Promote workplace safety awareness and HSE compliance
Address workforce concerns promptly to maintain morale and productivity
Minimum Requirements
Bachelors Degree in Human Resources Business Administration or related field
Professional HR certification (e.g. ZIHRM or equivalent) is an advantage
5 8 years of HR experience preferably within large or seasonal workforce environments
Experience in labour-intensive industries such as agriculture manufacturing or construction
Strong knowledge of labour laws and HR compliance requirements
Proven experience managing high-volume recruitment and workforce turnover
