| Lieutenant/Telecommunications Manager is a senior-level public safety leader responsible for the strategic direction operational command and continuous advancement of the Colleges emergency communications Center and field public safety supervisors. This position is mission-critical to campus safety and serves as the central command authority for communications Team Lead/fields public safety supervisors ensuring seamless coordination between telecommunications sworn personnel and external emergency response agencies.
This role enhances situational awareness officer accountability emergency preparedness and real-time decision-making through the integration of advanced technology systems highly trained personnel and best-in class operational protocols. The Lieutenant/Telecommunications Manager serves as a key advisor to the Chief of Police and plays a vital role in driving innovation strengthening compliance and modernizing public safety operations across the institution.
The position requires a highly skilled decisive and forward-thinking leader with demonstrated expertise in emergency communications operational leadership and public safety technology systems and public safety officers experience. | Essential Duties & Responsibilities
The results you will deliver each day that matter most! | Strategic Leadership and Operational Command - Provide executive-leadership and oversight of telecommunications Team lead and field public safety supervisors.
- Ensure 24/7 operational readiness staffing adequacy and continuity of operations.
- Develop implement and continuously improve communications/field public safety supervisors protocols polices and standard operating procedures aligned with national best practices.
- Serve as the lead communications coordinator during emergencies critical incidents and campus-wide events in the communications center.
- Act as a strategic advisor to the Chief of Police on operational readiness risk mitigation and deployment strategies dealing with public safety.
- Lead command briefings and provide real-time situational intelligence.
Supervision and Personnel Management - Directly supervise the Telecommunications Team Lead and Public Safety Supervisors and provide leadership oversight and accountability for supervisory staff within the public safety operations.
- Establish performance standards conduct evaluations and enforce accountability measures.
- Foster a high-performance culture through coaching mentoring and professional development.
- Address performance concerns and implement corrective or disciplinary actions in accordance with departmental policies and procedures.
Emergency Management and Incident Coordination - Coordinate and manage communications response during emergencies including active threats severe weather medical incidents and security breaches.
- Ensure accurate timely and effective communication between dispatch field supervisors and Chief of Police.
- Support and operate within the Incident Command Systems (ICS)framework.
- Lead after-action reviews and implement corrective strategies to improve response effectiveness.
- Ensure public safety readiness through training drills and emergency preparedness planning.
Situational Awareness and Officer Accountability - Maintain comprehensive real-time situational awareness across all campus operations dealing with public safety.
- Analyze operational and incidents data to identify trends risks and opportunities for improvement.
- Conduct on-site operational assessments and recommend enhancements to strengthen campus safety.
Technology Strategy Systems and Innovation Leadership - Provide oversight of communications technology systems including video surveillance and camera systems.
- Radio communications infrastructure
- Computer-Aided Dispatch (CAD) and records Management Systems (RMS)
- Mass notification systems (Regroup or equivalent platform)
- Collaborate with IT to ensure system reliability cybersecurity and performance optimization.
- Identify and resolve system vulnerabilities and operational gaps.
Compliance Reporting and Documentation - Ensure full compliance with Clery act requirements including accurate and timely crime log documentation.
- Conduct audits of communications operations to ensure accuracy completeness and compliance.
Additional Duties - Perform other duties as assigned in support of departmental and institutional priorities.

What you will need to be successful! | Minimum Qualifications Bachelors degree in criminal justice emergency management or a related field required. Experience Minimum of 3-5 years of experience in public safety/communications field. Demonstrate experience in emergency communications dispatch operations or communications center management. CPR/First Aid Certification or able to obtain within 6 months Working Conditions 24/7 operational environment requiring availability for emergencies call-backs and critical incidents. Work is performed in a combination of office communication center and field environment. May require evening holidays or weekend work as needed. Physical Requirements Ability to respond to emergency situations and move throughout campus as needed. Ability to operate communications computer as needed and security systems cameras.
