Job Description:
This role provides the opportunity to build and shape a critical function within a state regulatory agency with direct responsibility for strengthening revenue integrity compliance oversight and operational modernization. Operating at the intersection of policy systems data and regulation the position includes regular interaction with agency leadership stakeholders and the regulated industry with the ability to influence both daily operations and long-term direction.
This is not a traditional accounting role. Instead the position focuses on designing and implementing a consistent scalable and auditable framework for how the Commission reviews verifies and relies on financial and regulatory data submitted by licensees. Emphasis is placed on policy development process standardization system utilization and automation to reduce reliance on manual work and institutional knowledge.
The Administrator supervises Fiscal Compliance Analysts and related staff leads development of audit and compliance programs and ensures that reconciliation reporting and verification functions are performed consistently and effectively. This role is central to addressing audit findings strengthening internal controls and transitioning the Commission toward a more proactive data-driven compliance model.
The ideal candidate has experience leading complex programs building or improving operational systems and translating policy into practical processes with the ability to drive the transition from a manual staff-dependent model to a scalable and sustainable compliance framework.

Job Duties:
Program Leadership & Coordination
- Lead and supervise fiscal compliance auditing and related operational staff ensuring alignment across revenue licensing enforcement and legal functions.
- Serve as the central coordinator for how financial data licensee reporting and compliance review activities are integrated across the agency.
- Establish clear expectations for workflow documentation and decision-making to ensure consistency and accountability.
Process Design & Standardization
- Establish clear procedures and standards for how compliance work is performed
- Design document and implement standardized workflows for licensee reporting review reconciliation financial processing and compliance verification.
- Reduce reliance on manual processes spreadsheets and individual judgment by developing repeatable and structured procedures.
- Capture and formalize institutional knowledge into documented processes and policies to ensure continuity and scalability.
Systems & Automation Development
- Lead efforts to improve and expand the use of licensing and financial systems (e.g. POSSE) to support automated validation reconciliation and reporting functions.
- Identify opportunities to replace manual processes with system-based solutions including automated cross-checks between industry data sources.
- Work with internal and external partners to design test and implement system enhancements that improve efficiency and control.
Audit & Compliance Program Oversight
- Develop and oversee a risk-based audit and compliance program that focuses on high-risk licensees reporting areas and transaction types.
- Ensure that reconciliation between licensee-reported data and third-party information is performed consistently and effectively.
- Oversee complex compliance reviews and ensure findings are clearly documented and defensible.
Data Analysis & Risk Monitoring
- Analyze reporting revenue and compliance data to identify trends inconsistencies and areas of risk within the regulated industry.
- Use data to inform audit selection compliance priorities and process improvements.
- Support leadership with reporting and recommendations that improve oversight and decision-making.
Internal Controls & Policy Development
- Establish and maintain internal controls governing revenue verification reporting review reconciliation and documentation standards.
- Identify control gaps and implement improvements to strengthen oversight and reduce risk.
- Develop policies and procedures that align operational practices with statutory and regulatory requirements.
Enforcement & Regulatory Integration
- Coordinate with enforcement and legal staff to ensure compliance findings are translated into consistent and supportable regulatory action.
- Ensure that audit and compliance work supports case development hearings and regulatory decision-making. Other duties as assigned within the scope of the classification.
Requirements / Qualifications
Minimum Qualifications: Bachelors degree in business administration or accounting and experience in conducting financial audits.
Legal Requirements: Positions in this classification are subject to Title 42 Nebraska Administrative Code Chapter 1 Minimum Standards for Government Employees Identified as Auditors. The basic requirement is a Bachelors degree in business administration or the equivalent with at least 24 semester hours of accounting or auditing. Any combination of education with a concentration in accounting and auditing experience acceptable to the Auditor of Public Accounts may be substituted for the educational requirements in Section 002.01.
Preferred Qualifications:Experience with system implementation process automation or workflow redesign. Experience working with licensing compliance or case management systems (e.g. POSSE). Experience with data analysis reporting tools or business process improvement initiatives. Experience aligning operational processes with audit findings or compliance requirements. Familiarity with alcohol regulation excise tax systems or similar regulated industries.
Other:Regular and reliable attendance is required.
Knowledge Skills & Abilities:
Knowledge of regulatory compliance frameworks audit concepts and internal control design (not limited to traditional accounting). Ability to interpret statutes rules and regulatory requirements and translate them into operational processes.
Ability to design document and improve workflows in a structured and scalable way. Ability to evaluate systems and identify opportunities for automation and improved data integration. Strong analytical skills including the ability to identify inconsistencies trends and risk indicators in complex data sets. Ability to lead and supervise professional staff and coordinate work across functional areas.
Strong organizational and project management skills with the ability to manage competing priorities and long-term initiatives. Strong communication skills including the ability to explain complex regulatory or process concepts in practical terms. Ability to exercise sound judgment and operate independently within a regulatory environment.
