Summary:

Core One is Seeking a Senior Budget Analyst to provide expert financial management support to the U.S. Central Command J8 Directorate at MacDill Air Force Base in Tampa Florida. The analyst will work directly alongside staff to ensure the integrity of budget estimates cost analyses and financial reporting that directly support CENTCOM theater operations contingency funding and program resourcing decisions.

Responsibilities:

  • Provide on-site technical expertise and capability to develop management plans and policies for overseas contingency and base funding issues.
  • Develop and document requirements provide review and assessment expertise during the budget formulation/resources request stage and provide support with resources appropriation allocation and execution through closeout and appropriation cancellation.
  • Track theater inputs to ensure funding alignment with CCJ8 operational goals and objectives participate in planning and oversight working groups that collect synthesize and analyze information that affects USCENTCOM theater funding.
  • Prepare information papers draft decision papers and briefings that inform the CCJ8 and USCENTCOM leadership of funding status including future year requirements funds in execution and prior appropriations before cancellation.
  • Review higher level guidance summarize impacts and develop recommended changes.
  • Review and assist USCENTCOM in interpretation of financial management policies directives and multi-level guidance (Congressional legislation OSD HQ Defense Finance and Accounting Services (DFAS) and the Services).
  • Develop prepare documentation and brief cost estimates at the 4-Star HQ Level.

Mandatory Qualifications:

  • Current Top Secret/SCI clearance.
  • 10 years of experience with defense financial management practices and procedures.
  • Masters Degree in a finance accounting or business-related field can be substituted with additional years of experience.
  • Ability to communicate orally and in writing at the 4-Star Combatant Command level.

Additional Qualifications:

  • Designation as a Certified Defense Financial Manager a plus.
  • Financial Management experience in a Combatant Command HQs a plus.
  • Experience with Joint Planning processes a plus.
  • Must be physically capable of short duration overseas travel.
  • Knowledge of and experience with automated financial systems including DoD Costing tool and analytic processes and tools to assist in decision making.
