THE ROLE
PSCG is seeking a Senior Financial Analyst with deep FEMA Public Assistance and federal grants management expertise. This role develops Project Worksheets supports applicant and subrecipient grant management anchors cost analysis for disaster recovery task orders and supports PSCGs internal DCAA-compliant financial operations.
WHAT YOULL DO
Develop and review FEMA Public Assistance Project Worksheets across Categories A through G.
Support applicants and subrecipients in scoping Section 406 Hazard Mitigation measures.
Perform cost validation and reasonableness analysis for disaster recovery projects.
Prepare documentation packages for FEMA and state grant review.
Monitor subrecipient compliance with 2 C.F.R. Part 200 Uniform Guidance.
Advise on HMGP BRIC and CDBG-DR project development.
Maintain PSCGs DCAA-compliant accounting and timekeeping systems.
Prepare PSCG invoices and coordinate with prime contractor finance teams.
WHAT YOU NEED
Bachelors degree in finance accounting public administration or related discipline.
Eight or more years federal grants management cost analysis or disaster recovery financial management.
Direct experience with FEMA Public Assistance HMGP or CDBG-DR programs.
Working knowledge of 2 C.F.R. Part 200 Uniform Guidance.
Experience with FEMA Grants Portal and Public Assistance Grants Management System.
U.S. Citizenship; ability to obtain a Public Trust clearance.
WHAT WED ALSO LIKE TO SEE
CGFM CDFM or CPA certification.
FEMA Public Assistance Coordinator certification (IS-1000 series).
Experience with Deltek Costpoint Unanet or similar DCAA-compliant accounting systems.
Prior work supporting Pacific Caribbean or Gulf disaster declarations.
