Main Purpose of Job

The Maryland State Retirement Agency is seekingan exceptional individual to serve as Managing Director of Real Assets withinits Investment Division. This positionis a management service position and serves at the pleasure of the AppointingAuthority. The Managing Director leads ateam of investment professionals responsible for meeting risk and returnobjectives and establishes investment strategy and program goals particularlyas they relate to real estate infrastructure and natural resources investments. Further the Managing Director developsstandards and controls to meet objectives;Recommends and assists with determining appropriate metrics andguidelines for evaluating investment performance; Provides direct leadership oversight andmanagement of professional investment staff external investment managers andconsultants; Ensures that the integrity of the established investment frameworkis maintained and that policies and procedures are followed including thefiduciary duty to assess risks associated with climate change and laborpractices; Provides guidance andrecommendations for allocation of assets within the areas of real estateinfrastructure and natural resources;Serves as an independent evaluator to ensure that investment concernsare appropriately monitored evaluated resolved and communicated; Collaborates with the CIO Deputy CIO andother Managing Directors to review and coordinate investment strategies acrossproducts; In collaboration with the riskmanagement team identify and map risks to a common set of risk factors in thecontext of the total portfolio; Gathersdata analyzes results and communicates performance results; Promotes a collaborative and holistic TotalPortfolio Approach across asset class teams to maximize investment outcomes inthe best interests of plan.

This positionis a management service position and serves at the pleasure of the AppointingAuthority.

POSITION DUTIES

Position responsibilities include:

*Worksdirectly with the Board of Trustees Investment Committee Executive DirectorCIO DCIO external consultants external managers and others in thedevelopment implementation and maintenance of broad investment policiesestablished by the Board of Trustees.
*Establishesoverall investment management program goals standards and controls to meetrisk and return objectives.
* Overseesinvestment professionals and financial resources of the investment managementprogram.
* Ensures the integrity of theestablished investment framework through implementation of policies andprocedures awareness of rules laws and regulations by professionalinvestment staff external investment managers and consultants.
*Monitorsand manages relationships with external investment managers for an asset class.
* Oversees due diligence process reviewing portfolio holdings andstrategies analyzing performance and compliance with investment guidelines.
* Represents the Agency before senior managersexternal investment managers consultants and others concerning investmentperformance relative to objectives.
*Develops initiates maintains and revises policies andprocedures to mitigate risk.
*Performsother duties and responsibilities as may reasonably be expected in investmentstrategy risk mitigation and division management.
* Other duties as assigned.

MINIMUM QUALIFICATIONS


Education: Possession of a bachelors degree from an accredited four-yearcollege in Math Science Economics Finance Accounting BusinessAdministration Public Administration or similar fields of study.

Experience: Eight years of professional investment experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

  • Supervisory experience of one or more individuals
  • CFA CAIA or FRMdesignation
  • 10 years or more of progressive responsibility in investments related to real estate infrastructure and natural resources experience
  • Experience working within a Total Portfolio Approach framework
