Description
Performs difficult technical tasks related to the enforcement of land use nuisance and minimum housing ordinances including field inspections working with people to resolve violations and related work as apparent or assigned. This position is designated as essential during emergency or disaster situations. Work is performed under the general direction of the Planning Manager.
Essential Job Functions
- Conducts proactive code enforcement operations within the Town to identify zoning minimum housing and public nuisance compliance.
- Responds to and investigates complaints regarding zoning minimum housing public nuisance and land use code violations.
- Prepares correspondence reports charts diagrams and legal documents necessary to resolve violations.
- Works with various Town departments and agencies to identify problem areas and identify corrective actions.
- Provides information to the public regarding code enforcement matters and the procedures related to the Board of Adjustment.
- Maintains a database of code enforcement violation cases and fines collected.
- Reads and interprets site plans maps land use regulations and applicable laws ordinances and regulations as required.
- Removes illegal signs within the Towns jurisdiction.
- Schedules and oversees abatement work performed by contractors to ensure compliance is satisfied.
- Assists in the development of new policies procedures ordinances and statistical data as needed.
- Performs other duties as directed or assigned.
- Integrates and aligns with organizational culture and leadership philosophy.
Requirements
- Associates degree in a related field and moderate experience in code enforcement zoning and minimum housing or an equivalent combination of education and experience.
- Possession of an appropriate drivers license valid in the State of North Carolina.
- Possession of or the ability to obtain the North Carolina Certified Zoning Officials Certification within one year.
Knowledge Skills and Abilities
- Thorough knowledge of zoning inspection and enforcement practices and regulations.
- Thorough knowledge of minimum housing policies and ordinances.
- Thorough knowledge of zoning practices and principles.
- Ability to conduct field inspections year-round during inclement weather within confined spaces in areas that may precarious.
- Ability to operate equipment/software typically used within an office setting.
- Ability to conduct themselves in a professional manner regardless of situation including utilizing de-escalation and conflict resolution skills.
- Ability to effectively communicate in both oral and written form both in group and one on one settings.
- Ability to perform varied assignments under appropriate degrees of supervision.
- Ability to learn and apply those aspects of Federal State and local laws regulations policies procedures and standards pertinent to assigned areas of responsibility.
- Ability to read and interpret plans specifications and blueprints accurately and to compare them with construction in process.
- Ability to enforce ordinances and regulations with firmness tact and impartiality.
- Ability to establish and maintain effective working relationships with associates property owners legal officials contractors and the general public.
- Ability to apply divided attention to planning scheduling and processing of code enforcement cases and other tasks.
- Ability to apply logic and reasoning to various types of development reviews and code enforcement cases and inquiries.
Physical Requirements
This work requires the regular exertion of up to 10 pounds of force frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires speaking or hearing using hands to finger handle or feel and reaching with hands and arms frequently requires standing walking sitting pushing or pulling lifting and repetitive motions and occasionally requires climbing or balancing stooping kneeling crouching or crawling and tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data visual inspection involving small defects and/or small parts using of measuring devices operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions occasionally requires working in high precarious places exposure to fumes or airborne particles exposure to the risk of electrical shock and exposure to vibration and occasionally requires working near moving mechanical parts and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. grounds maintenance heavy traffic); potential contact with insects rodents sewage and extreme attic temperatures.
