Job Description
The Leidos Intelligence Sector is seeking aSenior-LevelInstructional Systems Designerto develop manage and improveOpen SourceIntelligence (OSINT) trainingat DIA/NDOCin support of the DefenseIntelligenceEnterprise (DIE).This position will belocatedat one of our customer sites in Bethesda MD; Reston VA; or Joint Base Anacostia-Bolling.
As an ISD with Leidosyoullbe tasked with using yourexpertisein industry-standard instructional design practices data collection instruments datacollectionand analysis creating project management plans and designing learning assessments to develop high-quality training materials that meet the needs of ideal candidate will bring strong analytic skills sound judgement and the ability tooperateeffectively in a dynamic mission-focused environment.

Responsibilities Include:
Execute allfacetsof the training developmentlife-cyclefor various training types includinginstructor-led courses web-based and online training blended learning and performancesupport.
Conduct needs assessments and training needs analyses includinggap contextual androot-cause analyses.
Select and design innovative instructional and learning strategies and associatedtechnologies tooptimizelearning and achieve learningobjectives.
Develop execute and test training courses and performance support products.
Perform quality assurance and quality control activities including SME reviews designreviews course pilots and hot washes.
Create and conduct training evaluations both formative and summative across all levelsfor maximum impact.
Identify assess and mitigate risks associated with training project plans and schedules.
Manage and execute all aspects of training projects including schedules resources andscope.
Work in conjunction with the NOSC and DOSC combinedsubcommittee on Training and Tradecrafttodevelop andimplementtradecraft notes.
Ensureany updates to OSINT policyare reflected in training materials.
Prepare and recommendadditionalcourse modules orupdates based on evolving threatschanging operational environmentof the internetnew missions or other customer requirements.
Develop and recommend professional developmentpathfor DIA OSINT Officers (OSOs) and non-DIA OSINT professionals.
Clearance Requirements:
Active TS/SCI clearance with the ability to obtain a Polygraph.
Required Experience Skills and Education:
U.S. Citizenship required per program requirements.
Bachelors Degree or additional years of experience in lieu of degree are acceptable.
At least 12 years of experience with instructional design.
Preferred Experience Skills and Education:
Successful polygraph within the last 5 years is a significant advantage and preferred.
Familiarity with ADDIE model of instructional design.
Proficiencywith OSINT tools platforms and analytic techniques.
OSINT certification(for example EOSINT USMC OS301 or OS302 Army ONI OSINT Fundamentals DIA BOTC NGA OSINT SOCOM NERD).
Familiarity with DITEBskillcertificationprocess.
Familiarity with CDASA-1and-2 certification programs.
Proven experience with data scienceandadvanced data analytic techniques.
Experience working with eLearning and online training platforms such asAGILEand BLACKBOARD.
Priorexperience withcustomerorDoWstakeholdersor IC.
Prior experience working with FVEY partners.

Pay Range:
Pay Range $105300.00 - $190350.00The Leidos pay range for this job level is a general guideline onlyand not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job education experience knowledge skills and abilities as well as internal equity alignment with market data applicable bargaining agreement (if any) or other law.
