POSITION PURPOSE:

Serves in the Individual with Disabilities Education Act (IDEA) mandated teacher role on a Preschool Referral and Assessment Team. Collaborates with case managers psychologists speech-language pathologists and occupational therapists in planning for and reporting on eligibility/evaluations. Conducts direct assessments of preschool children as part of the assessment team using formal and/or play-based arena style assessments.

MINIMUM QUALIFICATIONS:

KNOWLEDGE SKILLS AND ABILITIES (KSAs)

  • Extensive knowledge of preschool assessment/evaluation and the development of young children;
  • Extensive knowledge of eligibility requirements for preschool special education services;
  • Extensive knowledge of state and federal regulations and school laws and policies related to special education services;
  • Extensive knowledge of Every Child Accountability Tracking System (ECATS);
  • Considerable knowledge of Microsoft Office specifically Microsoft Word Excel Power Point; Google Apps;
  • Excellent public speaking and presentation skills;
  • Ability to demonstrate teaming skills;
  • Ability to organize and handle multiple tasks simultaneously;
  • Ability to handle confidential material;
  • Ability to communicate clearly and concisely both in oral and written form using a variety of communication

techniques and tools to ensure the appropriate flow of information collaborative efforts and feedback;

  • Ability to establish and maintain effective working relationships with school system staff students parents external agencies and the public.

EDUCATION TRAINING AND EXPERIENCE

  • Bachelors degree from regionally accredited college or university in Special Education or related field;
  • Three years of successful pre-kindergarten teaching experience;
  • Experience with the referral to placement process in determining eligibility for special education;
  • Experience with varying cultural and socioeconomic backgrounds.

CERTIFICATION AND LICENSE REQUIREMENTS

  • Hold or be qualified to hold a North Carolina Professional Educators License in the area of Birth-Kindergarten;
  • Must hold and maintain a valid motor vehicle operators license according to the State of NC requirements.

PREFERRED QUALIFICATIONS:

  • Masters degree in Special Education;
  • Special Education Certification;
  • Bilingual fluency in reading writing and communicating in English and Spanish;
  • Experience with Transdisciplinary Play-Based Assessment.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Serves as team teacher for a Preschool Special Education Assessment Team.
  2. Collaborates with case managers psychologists speech-language pathologists and occupational therapists in planning for and reporting on eligibility/evaluations.
  3. Conducts direct assessments of preschool children as part of the assessment team using formal and/or play-based arena style assessments.
  4. Prepares accurate goal suggestions to assist in the Individualized Education Program (IEP) development process.
  5. Reviews referral information and works with parents/referring agencies to obtain any additional information which is required.
  6. Ensures procedural guidelines are followed and that parents are informed of their rights.
  7. Maintains pertinent caseload information (files ECATS logs) and provides data upon request striving to meet compliance as stated in Federal Indicators.
  8. Supports the referral/evaluation process by fulfilling needed roles (e.g. Local Educational Agency (LEA) or team member) on assessment teams.
  9. Participates in Child Find outreach activities in order to provide information to families agencies and Wake County Public School System (WCPSS) staff.
  10. Performs other related duties as assigned.

WORK ENVIRONMENT/PHYSICAL REQUIREMENTS

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers scanners and copiers. The position at times must be able to come into direct contact with school system staff students parents external agencies and the community. Work is considered light physical work requiring the exertion of up to 20 pounds of force. The work requires driving automotive equipment.
