Role Overview: Seeking an experienced Business Analyst to document home-grown legacy systems for future modernization efforts. The candidate will work with cross-functional teams including business leadership SMEs and technical partners to gather analyze and document requirements across multiple Iowa state applications.
Key Responsibilities:
Gather and document requirements for various state applications and systems working directly with business leadership SMEs and technical partners
Create present and maintain user stories acceptance criteria and design documents
Document trace maintain prioritize and assess changes to business practices workflows and system processes
Conduct data queries analyze problems and determine process solutions
Maintain and update project information statuses risks issues and timelines
Work within an Agile methodology framework to deliver value efficiently
May serve as project manager or QA analyst for smaller efforts
Participate in database and forms analysis as needed
Required Skills & Experience:
8 years experience on large complex IT systems
5 years experience in Data Mapping and Data Modeling (critical requirement)
8 years experience eliciting requirements writing user stories design documents defining acceptance criteria and facilitating stakeholder communication
8 years experience with SDLC procedures and system development methodologies
8 years experience managing stakeholder expectations and priorities
8 years experience with Microsoft development platforms and software
6 years experience in an Agile environment
5 years experience with ALM tools: Azure DevOps (ADO) TFS VSTS Jira or IBM RTC
5 years experience with Microsoft SQL Server Management Studio or equivalent relational database software
3 years familiarity with data modeling standards advanced information management and/or architecture design
Bachelors degree in MIS Business or related field and/or equivalent experience
Preferred Skills:
Process mapping group facilitation and full project life cycle experience
Business case development including cost-benefit analysis risk and impact analysis
Continuous process improvement experience
Additional Details: Position requires onsite presence 4 days per week 8:00 AM 4:30 PM in a business professional environment. Expenses are not reimbursed. Interviews scheduled for May 7 8 2026 via webcam. Background check and fingerprinting required prior to start.
