Main Purpose of Job

The Environmental ComplianceSpecialist (ECS) is an entry-level position in the Mobile Sources ControlProgram (MSCP) in the the Air and Radiation Administration. The incumbent inthis position will inspect permitted facilities for compliance with the qualityassurance requirements of the Vehicle Emissions Inspection Program (VEIP)COMAR 11.14.08.

The working conditions of thisposition involve exposure to uncomfortable or unpleasant surroundings. Work mayinvolve exposure to all weather conditions. Work involves exposure to hazardous conditions which may result ininjury. Work may take place in areaswhere motor vehicles are operated and mobilized. Work also may involve exposureto exhaust fumes chemicals slippery floors and pressurized gas. Work requiresuse of protective equipment such as googles gloved mask etc.

The incumbent in thisposition will be required to drive a State vehicle. If you maintain anout-of-state driving license you must provide a certified copy of your drivingrecord for the appropriate Motor Vehicle Administration at the time ofappointment. Individuals must maintain a drivers license with no more than 5points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Experience: Four years of experience performing inspection or investigation work related to State federal or local regulation code or standard compliance.

Notes:

1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science environmental science geology civil or environmentalengineering biology chemistry agronomy forestry or otherrelated discipline and two years of experience performinginspection or investigation work related to State federal or local regulation code or standard compliance for the requiredexperience.

2. Candidates may substitute the possession of a Bachelors degree from an accredited college or university in earth science environmental science geology civil or environmental engineering biology chemistry agronomy forestry or other related discipline for the required experience.

may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with motor vehicle emissions testing and emissions control systems.
  • Experience with electronic equipment i.e. emissions test equipment laboratory vehicle repair shop.
  • Experience with databases/spreadsheets recordkeeping and creating summary reports.
  • Experience working with a variety of people i.e. business owners private citizens etc.
  • Familiarity with pollution issues related to motor vehicle exhaust.

LICENSES REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.
